About The Position

The Maryland School for the Deaf (MSD) is seeking a Chief Educational Programs Officer for its Columbia Campus. This role operates under the leadership of the Superintendent and is responsible for providing strategic educational leadership, developing short- and long-term instructional goals and vision, and fostering a culture of high expectations and shared responsibility. The position ensures equitable access to high-quality bilingual (ASL/English) and culturally relevant instruction for all students. The Chief Educational Programs Officer collaborates with MSD leadership, including the Frederick Campus Chief Educational Programs Officer, to align campus resources with school needs, implement an effective instructional plan, and drive systemic improvement in student learning within a bilingual environment. This role also involves progressive educational leadership, supervision, and evaluation of department principals and supervisors at the Columbia Campus.

Requirements

  • A Master's Degree in School Administration, Education of Deaf students, Education of Deaf students with additional disabilities, or related field.
  • Maryland State Department of Education Administrator I & II or Principal Certificate required (or the ability to obtain in a specific time).
  • Minimum of three years of K-12 classroom teaching experience.
  • Minimum of three years of supervisory or educational administrative experience in a deaf school/program demonstrating experience and knowledge in curriculum, instruction, and special education laws/services.
  • Must be proficient in American Sign Language and written English.
  • Knowledge of Deaf community required.

Responsibilities

  • Provides strategic educational leadership, develops short- and long-term instruction goals/vision, and establishes a culture of high expectations and shared responsibility for equitable access to high-quality bilingual (ASL/English) and culturally relevant instruction for all students at the Columbia Campus.
  • Plans, coordinates, and supervises academic/instructional programs at the Columbia Campus in collaboration with the Frederick Campus Chief Educational Programs Officer to align assessments, curriculum, instruction, and resources.
  • Establishes direction for school improvement efforts by monitoring school performance, student achievement objectives, and academic excellence indicators to align strategies for school improvement; administers multi-tiered systems of interventions to improve achievement of students not meeting grade-level expectations.
  • Works with members of the MSD Leadership Team (MLT), including the Director of Student Support Services, to address students' unique needs through integrated services and support.
  • Supports the implementation of IEPs, oversees compliance with MSD and Maryland State Department of Education policies, and collaborates on key school policies and procedures.
  • Facilitates the planning, implementation, and evaluation of related professional development activities for instructional staff to ensure a robust, systemic approach that meets student needs.
  • Assists in the development and implementation of the instructional budget based on student needs and school priorities; manages the campus budget and recommends/participates in determining necessary capital budget projects in partnership with the Chief Financial Officer/Chief Operating Officer and the Superintendent.
  • Conducts personnel actions for assigned departments and staff, including interviewing, hiring, supervising, and evaluating department principals, the Student Health Center Supervisor, the Director of Student Life, teachers, support, and office staff.
  • Collaborates with Human Resources on recruitment, employee relations, performance management, and disciplinary matters.
  • Maintains a strong partnership between school, student life, athletics, and afterschool programs.
  • Supports the Director of Student Life in overseeing the afterschool program and Student Life activities, ensuring a safe and supportive environment conducive to students' personal development and well-being.
  • Leads the Columbia Campus Administrative Team (CCAT), serves on the MSD Leadership Team (MLT), Campus Alignment Team, and Admissions Review Team, and collaborates with other leaders to maintain partnerships between school, student life, athletics, and afterschool programs.
  • Supports Department Principals and Supervisors in ensuring the effectiveness of daily school operations, including student class schedules, teacher assignments, student/faculty rosters, and IEPs/report cards.
  • Determines school closings, early dismissals, or delays due to inclement weather, oversees transportation coordination with counties, and leads emergency responses as the incident commander.
  • Engages staff, community stakeholders, and families to plan/support school priorities through collaborative opportunities to improve student academic success and overall student experiences.
  • Performs other duties as assigned by the superintendent.
