About The Position

Funds for this position will be available starting 10/9/2026. Reporting directly to the Chief of Emergency Services, this role is responsible for assisting with the direction and oversight of assigned program areas. This includes all strategic, programmatic, and administrative functions for the Emergency Communications, Emergency Management, Emergency Medical Services, and Fire Marshal Special Operations divisions within Emergency Services.

Requirements

  • Bachelor's degree in Business Administration, Management, Public Administration, or a field directly related to one or more of the functional areas within Emergency Services; or an equivalent combination of education and experience.
  • Minimum of eight years (8) of experience in Public Safety, military, or directly related field at a supervisory level.
  • Working knowledge of Microsoft Office Suite and Adobe.
  • Valid driver’s license.
  • Criminal Justice Information System Clearance.
  • Incident Command Systems 100, 200, 300, 400, 700 & 800 (Required within one (1) year of employment).

Nice To Haves

  • Master’s degree in related field.
  • Ten (10) years of supervisory or management experience.

Responsibilities

  • Manages day-to-day operations and staff, including hiring, training, coaching, performance evaluation, disciplinary actions, and dismissals, ensuring activities align with strategic plans and organizational objectives.
  • Identifies and creates opportunities for improved performance, professional development, and staff learning, while also addressing any identified operational issues, conflicts, or barriers.
  • Directs and manages the Emergency Services leadership development program.
  • Plans, prepares, and manages the Emergency Services budget line, and assists with review, development, and execution of divisional budget requests.
  • Assists the Chief in crisis response and emergency management efforts; may support media inquiries and public communications during emergencies.
  • Supports the Chief in communications and presentations to the Commissioner’s Court and County Judge, as needed.
  • Monitors staffing levels and engages in recruiting and retention initiatives to ensure 24/7 operational readiness across emergency functions.
  • Assists the Chief with long-term planning, program management, and strategic direction for Emergency Services within the County’s jurisdiction.
  • Oversees policy implementation, maintenance, and compliance with established performance standards.
  • Assists divisions with strategic planning to ensure alignment with the County’s overall strategic goals.
  • Oversees logistical operations for Emergency Services related to facility and fleet management.
  • Represents Emergency Services, the County, and/or the region on boards, committees, and working groups as assigned by the Chief.
  • Performs interim leadership duties in the absence of the Chief to ensure operational continuity; may be required to respond to emergencies or disasters during such periods.
  • Serves as the department’s chief of staff, ensuring administrative, planning, and support functions operate effectively and meet established standards.
