About The Position

The Chief Dental Officer serves as an authority to the Colorado Department of Corrections (CDOC) in the area of dental health care and provides leadership for the implementation of a statewide system for the delivery of CDOC dental services to ensure an appropriate quality of dental care services being delivered in a standardized, cost effective and efficient manner. This position is also responsible for providing dental care to offenders 50% of the time to ensure provider coverage.

Requirements

• Possession of a current, valid dentist license issued by the Colorado Dental Board
• Three (3) years of experience as a dentist
• Must be 21 years of age
• Possess a valid driver’s license
• Drivers must maintain a valid, non-restricted Colorado driver license, obey traffic laws, and be able to safely operate a motor vehicle.
• Possess a high school diploma or GED
• Have NO felony convictions, to include any actions defined in 5 U.S.C. 301; U.S.C. 509, 510; 42 U.S.C. 15601-15609.
• The CDOC shall not hire nor promote anyone who may have contact with an offender who has engaged in sexual abuse which includes acts, activity, and sexual behavior, in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph.
• The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents.
• Applicants must be legally eligible to work in the United States to be appointed to this position.
• Successfully pass all modules of the 6 week Colorado Department of Corrections Basic Training, to include English reading comprehension , relevant competency assessments and written/practical exams in Defensive Tactics
• Possess the physical ability to successfully complete Defensive Tactics
• Lift arms above head and kick as high as own waist
• Stabilize another person to accomplish a controlled take down
• Use arms, palms of hands, shins, and feet to deliver blows
• Withstand impact (slow speed or with a safety bag) on own body from strikes/blows
• Swing a baton in a striking technique
• Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic
• Get down on one or both knees and up again with multiple repetitions
• Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment
• Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security
• Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury
• Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently
• Work in situations involving assaultive behavior, physical control of another person and/or restraint situations
• Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner
• Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders
• Communicate by talking, listening and/or signaling people to convey or exchange information, assignments
• Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings
• Willing and able to travel
• Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule
• TB (tuberculosis) screening is required of all new employees upon hire.
• Successful completion of a background investigation is required.

Responsibilities

• Develops the day to day dental care plan for delivering dental services to the offender patients
• Determines what dental processes will be done and the staffing patterns within the work units including the deployment of dental staff
• Establishes and revises the systems for the delivery of dental services
• Supervises the clinical practice of dentists to ensure that professional standards of care are being provided to patients
• Coordinates all operational decisions with the appropriate HSA and Assistant Director of Clinical Services
• Create and implement clinical standards which establish policies and procedures for the delivery of dental services consistent with current national and correctional standards of care
• Establish protocols and treatment guidelines as indicated for delivering dental care for specific dental conditions
• Ensure standards and protocols are written in accordance with guidelines and the concept of dental science and are fully implemented in each clinic
• Assures coordination of dental services with community and contracted specialists and laboratories
• Develops and advises on the management of dental protocols
• Plan, control, and report on the management of dental services and advises higher management regarding budget and staffing needs for providing dental services to the offender population
• Responsible for the management of the dental budget in regards to specialists' services, dental supplies, equipment, and personnel services
• Develops reports to assist in the management of dental services and the budget
• Develop the guidelines for referrals to specialists and affiliated laboratories to ensure the appropriateness and cost effectiveness of services provided
• Recognize the need for and coordinate the process of obtaining contracted services by submitting any necessary Request for Proposal (RFP) in a cost effective manner
• Ensure adequate dental care is provided to CDOC patients by coordinating quality assessment and quality improvement projects
• Coordinates quality improvement projects with the Quality Management Program Administrator and other designated staff
• Plan and coordinate regularly scheduled meetings with dental staff for enhancing communication and as a component of program development for the dental service
• Develop and present educational and training programs for dental staff
• Coordinate the development of educational materials and training programs for offenders to promote responsible self care and improved dental hygiene
• Resolves system wide problems associated with the delivery of dental services within a correctional setting and plan long term resolution of the issues
• Answers grievances related to dental health care services as indicated
• Respond to inquiries from the Board of Dental Examiners
• Coordinate the recruitment, interviews and hiring of dental staff in cooperation with the appropriate HSA
• Position requires travel to all correctional facilities through out the state
