About The Position

The Chief Compliance & Quality Officer (CCQO) serves as DTAC’s Privacy Officer and provides executive leadership for the organization’s compliance, quality assurance, regulatory, and risk-management programs across Pennsylvania, Ohio, Delaware, and future expansion markets. This leader is responsible for ensuring adherence to federal, state, local, payer, and accreditation standards, while fostering a culture rooted in ethics, safety, accountability, and continuous improvement. The CCQO partners closely with executive leadership, clinical and operational teams, and HR to support scalable growth, operational excellence, and organizational integrity across all service lines.

Requirements

  • Bachelor’s degree in Healthcare Administration, Human Services, Social Work, Business, or related field required
  • Minimum 5+ years of experience in compliance, quality assurance, regulatory oversight, or risk management within behavioral health, healthcare, or residential treatment settings
  • Strong knowledge of Medicaid and payer requirements
  • Strong knowledge of State licensing regulations
  • Strong knowledge of Accreditation standards (CARF, Joint Commission)
  • Proven experience leading audits, investigations, and corrective action processes across multi-site environments
  • Excellent analytical, leadership, communication, and organizational skills
  • Ability and willingness to travel regularly across Pennsylvania, Ohio, Delaware, and future regions

Responsibilities

  • Lead compliance efforts across all operating regions, ensuring adherence to state, federal, and payer regulations
  • Maintain readiness for external audits, licensing inspections, and accreditation surveys (e.g., CARF, Joint Commission)
  • Conduct internal audits, identify areas of risk, and implement corrective action plans
  • Ensure organizational policies and procedures remain current, compliant, and aligned with operations
  • Oversee enterprise-wide risk-management programs, including incident reporting, trending, and mitigation strategies
  • Lead quality assurance initiatives to ensure consistent service excellence across programs and locations
  • Analyze compliance, outcome, and incident data; provide actionable insights and reports to executive leadership
  • Support program leaders in maintaining standardized, organization-wide compliance practices
  • Conduct investigations into compliance concerns, complaints, and potential violations
  • Document findings, recommend solutions, and monitor implementation of corrective actions
  • Serve as a confidential, neutral resource for employees raising compliance or ethical concerns
  • Design, implement, and deliver compliance training programs for all levels of staff
  • Provide ongoing regulatory guidance, coaching, and support to leadership and frontline employees
  • Maintain and oversee DTAC’s Compliance Manual, ensuring organization-wide understanding and adherence
  • Partner with HR to integrate compliance into new hire onboarding and ongoing development initiatives
  • Collaborate with leadership across clinical, operations, HR, and executive teams to align compliance strategies with organizational goals
  • Participate in strategic planning, leadership meetings, and program development
  • Support compliance planning for new programs, licensing efforts, and expansion initiatives
