The Chief Compliance Officer (CCO) is the senior compliance executive at Grand Bank, responsible for designing, implementing, and managing an effective, risk-based Compliance Management System (CMS) across all Bank products, services, delivery channels, and third-party relationships. The CCO provides independent oversight and credible challenge to ensure the Bank adheres to federal and state consumer protection laws and regulations, focusing on UDAAP, Fair Lending, Credit CARD Act, Regulation Z, Regulation E, BSA/AML, OFAC, NACHA/ACH rules, and emerging requirements like ECOA Section 1071 and consumer financial data rights under Section 1033. This role directly oversees the Compliance Department, Fair and Responsible Banking Program, BIN Compliance Program, and BSA/AML Compliance Program. The CCO acts as a primary contact for regulatory bodies (OCC, CFPB) and reports regularly to the Bank's Audit and Compliance Committee and Board of Directors. Reporting to the Chief Risk Officer, the CCO operates as a second line of defense, with the authority to escalate issues, mandate corrective actions, and provide credible challenge across all business lines.
