About The Position

Manages overall activities of the Building Division and supervises the permitting and inspection of all building construction and the enforcement of building codes. Receives general direction from the County Administrator and exercises direct supervision over the work of the Planning/Permit Technician and Field Inspectors. Enforces the Building Resolution and all applicable codes, assists staff and the general public in the interpretation and application of building codes, and develops and prepares new codes and changes to the Building Resolution for adoption. Makes presentations to the legislative body regarding proposed changes and assists with establishing policies that ensure conformity within the Building Department and other departments. Plans, coordinates, and supervises the operations and staff of the division, including scheduling, specifying procedures, equipment and manpower, planning short and long-range goals, and implementing work objectives. Assists in staff selection, evaluates their work performance, and instructs them on policies, regulations, and programs administered by the Building Department. Directs the plan checking process and routes plans to all applicable departments for review and approval. Reviews and approves permits, including valuation determinations, fees, and refunds, and authorizes the expiration, suspension, or revocation of permits. Reviews and approves the issuance of certificates of occupancy and authorizes stop work orders and occupancy violations. Prepares the Division's Annual Budget and submits it for approval. Maintains master files on all permits and oversees the storage of all records and plans. Organizes training seminars for staff, trains new inspectors, and conducts follow-up inspections to evaluate inspectors' performances. Reviews and approves daily inspection schedules, assigns and reviews the workload of staff, and recommends disciplinary actions. Conducts plan reviews, quarterly builders education seminars, and inspections for Building Safety and compliance with the State of Colorado Manufactured Home Code. Sits on and acts as the secretary to the Building Board of Appeals. Maintains weekly meetings with the County Administrator to seek continued compliance with the nuisance ordinance and works directly with the Planning Manager to coordinate the two divisions of Development Services to efficiently serve the public. Performs other related duties as assigned, including assisting with reception of incoming telephone calls and walk-in traffic as needed.

Requirements

  • Associates Degree with emphasis in Building Construction/Inspection Technology, Construction Management, Architecture, Engineering, other related field or any equivalent combination of education and experience
  • 5 years of building construction and inspection experience, including 2 years of supervisory experience or, any equivalent combination of training and experience which provides the required knowledge, skills and ability.
  • Valid state driver's license and a satisfactory motor vehicle record.
  • Knowledge of: Principles and practices of applicable construction, electrical, plumbing codes, codes enforcement and zoning ordinances.
  • Knowledge of: Record keeping, report preparation, filing methods and records management techniques.
  • Knowledge of: Basic budgetary principles and practices.
  • Knowledge of: Applicable state, federal and local laws, rules and regulations.
  • Knowledge of: Methods and techniques of research, statistical analysis and report presentation.
  • Knowledge of: Administration of staff and activities, either directly or through subordinate supervision.
  • Knowledge of: Computer applications related to the work.
  • Ability to: Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
  • Ability to: Effectively communicate both orally and in writing.
  • Ability to: Understand and interpret building codes.
  • Requires frequent moderate lifting/carrying (up to 49 pounds) and occasional heavy lifting/carrying (50 pounds and over).
  • Requires frequent standing, sitting, pushing/pulling, bending/stooping, twisting, kneeling, squatting.
  • Ability to conduct activities requiring climbing, stooping, kneeling/bending, crawling, twisting and reaching on a moderate to substantial basis.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, depth deception and the ability to adjust focus.
  • Have the ability to see small objects at a distance, to identify objects in low light or bright light, to see movement in a wide field of vision and to see and distinguish close objects, such as in reading detailed documents.
  • Requires full range of peripheral vision to monitor multiple computer systems.
  • Requires full range of hearing to monitor multiple radio and telephone systems.
  • Ability to hear and conduct routine conversation and to distinguish various signals, radio transmissions.
  • Have the ability to hear a wide range of sounds, to distinguish type of sound and where it originates.
  • Ability to work with hands above shoulder height or arms extended at shoulder height.
  • The employee is required to use hand to finger, handle, grasp or feel objects, tools, or controls, and reach with hands and arms, talking in person and via telephone or radio.
  • This position is occasionally required to stoop, kneel, or crouch.
