About The Position

The Virginia Department of Agriculture and Consumer Services, Office of Charitable and Regulatory Programs, is seeking an individual to serve as Charitable Gaming Inspector in Richmond, Virginia. Territory includes the counties of Stafford, King George, Westmoreland, Northumberland, Richmond, Lancaster, Spotsylvania, Louisa, Fluvanna, Goochland, Hanover, King and Queen, King William, Matthew, Middlesex, Essex, Caroline, New Kent, Henrico, Powhatan, Albemarle, and Chesterfield. Duties include enforcing the Charitable Gaming statute and related regulations; Conducts inspections of organizations involved in charitable gaming to ensure compliance with the charitable gaming statute and regulations. Provides orientation training to newly permitted organizations, as well as ongoing training to existing organizations to promote best management practices or to correct deficiencies identified during the inspection process or through financial reviews and audits. Inspects and assures the legitimacy of electronic pull-tab devices at the time of installation, including hardware and software verifications, and approves their subsequent use by permitted organizations. Provides periodic reports to management. Develop investigative strategies and apply departmental policies and procedures to resolve complaints. Researches, collects, and analyzes evidence, and prepares legally comprehensive, technical investigative case reports for enforcement action by appropriate legal authorities. The selected individual will establish and work from a home office and will be required to live in, or within a reasonable distance, to the inspection territory. The home office must have reliable access to a network for mobile communications. A state car will be provided for business use only and must remain parked within the territory. This position involves extensive travel within the assigned territory and non-traditional work hours such as overtime, weekends, holidays, and nights. Hours worked between 5pm and 7am would be eligible for shift differential.

Requirements

Comprehensive knowledge of and ability to interpret the charitable gaming statute and regulations.
Practical knowledge and experience in inspection, investigation, and enforcement procedures with the ability to report facts accurately.
Ability to communicate effectively orally and in writing.
Ability to work independently; to travel extensively within assigned territory; to work during various days of the week and on weekends, and at various times during the day or night.
Ability to work in tobacco smoke environment.
Practical knowledge of standard office automation equipment.
Exceptional customer service and communication skills, both oral and written, to include providing training along with demonstrated effective organizational and planning and prioritizing skills are needed with the ability to work independently.
Proficiency with standard office software applications is required.
The physical demands for this position include the ability to drive for extended periods of time while covering a large, assigned territory; the ability to bend as needed, distinguish colors and exhibit manual dexterity; and the ability to work in enclosed environments where tobacco products, including cigarettes, are frequently used.
H.S. Diploma/GED required.
Must have effective communication, planning and record keeping skills.
Ability to work with the public.
Must have (or be eligible for) and maintain a valid driver’s license and have a driving record that reflects a sense of responsibility for highway safety.
