About The Position

Solutions SFT is seeking a Senior Project Manager for its client, a large public organization within the Quebec health network. This role focuses on the evolution and sustainability of its Project and Portfolio Management Information System (SIGPP), built on Microsoft Dynamics 365 Project Operations. The Senior Project Manager will be responsible for integrated project management, collaborating with business stakeholders, technology teams, suppliers, and governance bodies. The mission includes ensuring the planning, coordination, execution, and control of work for system enhancements and coordinating deployments across various establishments and departments within the organization.

Requirements

  • Bachelor's degree in Information Technology, Business Administration, Management, or a related field.
  • Minimum 15 years of experience in Information Technology.
  • Minimum 5 years of experience as a Senior IT Project Manager, acquired in the last 10 years.
  • Experience in at least 3 mandates of 5,000 person-days completed in the last 8 years, in contexts involving multiple administrative units of the same organization or different organizations, in a context comparable to VPTI.
  • Experience in organizational transformation programs or projects.
  • Experience in coordinating multidisciplinary and multi-sectoral teams.
  • Experience with Microsoft project management tools (Dynamics 365 Project Operations or equivalent).
  • Excellent organizational and coordination skills.
  • Written and verbal communication skills in French.

Nice To Haves

  • Senior level in executing strategic mandates within an organization of the scale of Santé Québec.
  • Experience in Agile project management (Scrum, Scrumban, Kanban, DAD, or SAFe) or hybrid Agile + Waterfall approaches.
  • Knowledge of the healthcare domain.
  • Certifications: PMP, CAPM, Prince2, PMI-ACP, SAFe, CSPO, PSPO, Agile, Scrum.
  • Prosci certification (change management) - an additional asset.

Responsibilities

  • Develop and maintain the project plan: scope, deliverables, timelines, dependencies, and milestones.
  • Plan and coordinate the functional enhancements and provincial deployments of the SIGPP.
  • Define execution strategies and deployment plans.
  • Ensure coordination of work between business teams, technology teams, and suppliers.
  • Ensure adherence to the methodological framework, governance processes, and organizational standards.
  • Ensure stakeholder engagement and alignment.
  • Facilitate workshops, follow-up meetings, tactical committees, and governance committees.
  • Act as the central point of coordination between user sectors, DBPTI, VPTI, and external partners.
  • Promote stakeholder buy-in for project directions and deliverables.
  • Identify, analyze, and monitor project risks, issues, and dependencies.
  • Develop and implement appropriate mitigation strategies.
  • Rapidly escalate issues requiring management or governance decisions.
  • Ensure follow-up on corrective and preventive actions.
  • Monitor work progress and budget consumption.
  • Produce dashboards, progress reports, and presentations for governance bodies.
  • Measure project performance using management indicators.
  • Support decision-making through analysis and recommendations.
  • Collaborate on change management and deployment strategies for new functionalities.
  • Coordinate training, communication, and user support activities.
  • Ensure business units and support teams are prepared before each production launch.
  • Ensure a smooth transition to operations.
  • Support continuous improvement of project governance and portfolio management processes.
