About The Position

Join the City of Philadelphia’s Office of Innovation & Technology as a Change Management Lead for the OPAL Project, a citywide business process and technology transformation initiative. As an Organizational Change Management (OCM) Readiness Lead, you will partner with city departments to drive organizational readiness, support new system adoption, and enable sustainable operational change. This is a high-impact, mostly remote role with significant career growth potential, offering the opportunity to influence organizational transformation at scale.

Requirements

  • Proven experience with ERP implementations
  • Hands-on experience with Workday Financials, Workday Supply Chain, or similar SaaS platforms
  • Strong understanding of the Systems Development Lifecycle (SDLC) from a change management perspective
  • Exceptional communication, facilitation, and stakeholder engagement abilities
  • Demonstrated ability to create user and project documentation, and deliver group presentations
  • Strong analytical, problem-solving, and decision-making skills
  • Experience managing sensitive information with discretion
  • Ability to collaborate across all organizational levels

Nice To Haves

  • Formal education or certification in Organizational Change Management
  • Project Management experience or PMI certification
  • Experience in large, decentralized, or public sector organizations
  • Familiarity with government transformation projects
  • Local Philadelphia region candidates strongly preferred

Responsibilities

  • Drive departmental readiness for enterprise system implementations and process changes
  • Collaborate with business leaders and stakeholders to define, facilitate, and track OCM activities across the project lifecycle
  • Assess organizational preparedness and recommend deployment and implementation actions
  • Develop and deliver clear communications, presentations, and documentation for impacted groups
  • Coordinate stakeholder involvement in deployment activities, including validation, user testing, training, and change communications
  • Facilitate meetings, workshops, and readiness discussions with business leaders and end users
  • Review and support configuration, integration, and reporting requirements for new systems
  • Encourage adoption and standardization of new processes across diverse departments
  • Coach stakeholders and provide oversight on project activities to ensure successful change adoption
