About The Position

The Change Management Lead supports the successful adoption of a Department of Defense (DoD) Security Cooperation digital platform by planning and executing organizational change management (OCM) activities that prepare users, stakeholders, and leadership for new technologies, processes, and ways of working. Working under the guidance of senior program leadership, the Change Management Lead develops communication strategies, stakeholder engagement plans, training support, and adoption metrics to ensure the platform is embraced across the Security Cooperation enterprise. The role serves as a bridge between technical development teams and end users, helping to translate complex system capabilities into practical, mission-focused benefits. This position is well suited for a mid-level professional with experience in organizational change, communications, training, or user adoption who is looking to expand their expertise in federal digital transformation and Security Cooperation.

Requirements

  • Bachelor's degree in Organizational Development, Communications, Business Administration, Public Administration, Education, Psychology, Human Resources, or a related field.
  • 3–6 years of experience supporting organizational change management, communications, training, project management, or digital transformation initiatives.
  • Experience supporting federal government, Department of Defense, or other large organizations is preferred.
  • Active Secret Security Clearance or ability to obtain and maintain one.
  • U.S. Citizenship required.
  • Understanding of change management principles and methodologies.
  • Experience supporting organizational transformation initiatives.
  • Ability to assess stakeholder needs and organizational impacts.
  • Strong planning and organizational skills.
  • Experience developing: Executive communications, User communications, Training announcements, Newsletters, Frequently Asked Questions (FAQs), Job aids, Presentation materials.
  • Experience supporting: Instructor-led training, Virtual training, User onboarding, Training coordination, Learning resource development.
  • Experience using tools such as: Microsoft 365, SharePoint Online, Microsoft Teams, PowerPoint, Excel, Word, Survey tools (Microsoft Forms, SurveyMonkey, etc.).

  • Experience supporting Department of Defense or federal civilian agencies.

Responsibilities

  • Support development and execution of the program's Organizational Change Management (OCM) strategy.
  • Assist in assessing organizational readiness for new capabilities and system deployments.
  • Identify change impacts across organizations, business processes, and user groups.
  • Maintain change management plans, schedules, and implementation trackers.
  • Monitor risks to user adoption and recommend mitigation strategies.
  • Build productive relationships with government stakeholders, functional leads, and end users.
  • Identify stakeholder needs, concerns, and adoption barriers.
  • Coordinate stakeholder meetings, workshops, and feedback sessions.
  • Track stakeholder engagement activities and action items.
  • Support leadership communications throughout the implementation lifecycle.
  • Develop clear, user-focused communications explaining new platform capabilities and business process changes.
  • Draft newsletters, announcements, FAQs, release notes, and informational materials.
  • Coordinate communication campaigns before and after major system releases.
  • Ensure messaging is consistent across program teams and government organizations.
  • Maintain communication calendars and distribution lists.
  • Coordinate development of user guides, quick reference materials, job aids, and training resources.
  • Assist instructional designers and subject matter experts in preparing training content.
  • Support virtual and in-person training sessions.
  • Coordinate user onboarding activities for new platform capabilities.
  • Gather participant feedback to improve training effectiveness.
  • Track user adoption metrics and engagement trends.
  • Collect and analyze user feedback through surveys, interviews, and workshops.
  • Develop reports summarizing adoption progress, user satisfaction, and improvement opportunities.
  • Support continuous improvement initiatives based on user feedback.
  • Assist in measuring organizational readiness and change effectiveness.
  • Coordinate updates to frequently asked questions (FAQs), knowledge articles, and user support materials.
  • Promote reuse of lessons learned and best practices across Security Cooperation organizations.
  • Support governance processes that improve consistency of communications and training materials.
  • Assist with maintaining knowledge repositories and collaboration sites.
  • Work closely with program managers, product owners, developers, trainers, and communications specialists.
  • Participate in Agile planning sessions to understand upcoming releases and user impacts.
  • Coordinate with technical teams to translate system enhancements into user-friendly messaging.
  • Support cross-functional teams during platform deployments and change events.
