About The Position

The Corporate Real Estate Management (CREM) division is seeking an experienced and strategic Change Management Consultant to support Property Management & Key Assets. Reporting to the Director, Property Management & Key Assets, the successful candidate will provide change management leadership, client-focused consulting, research and analysis, project support, communications, and implementation advice to advance divisional priorities across a complex civic property portfolio. Property Management & Key Assets oversees some of the City of Toronto’s most prominent, complex, and highly visible civic properties, including City Hall, Old City Hall, Metro Hall, Union Station, St. Lawrence Market, and the City’s Civic Centres. These properties are civic landmarks and operational hubs with unique business requirements, stakeholder expectations, revenue opportunities, and public visibility. Guided by the principles of stewardship, performance, and client service, the team works to ensure these assets are well maintained, financially and environmentally sustainable, operationally effective, and reflective of the City’s commitment to service excellence. The Change Management Consultant will support strategic initiatives, operational improvements, workplace transformation, and service modernization by helping leaders, staff, clients, tenants, and partners understand, prepare for, implement, and sustain change. The position requires a practical and collaborative professional who can assess risks and opportunities, develop implementation strategies, build trust among diverse stakeholders, and translate direction into action. The successful candidate will exercise sound judgement in a complex environment, balancing policy direction, operational realities, stakeholder expectations, budget considerations, and organizational priorities while ensuring matters are appropriately advanced or escalated for decision.

Requirements

• Post-secondary education in Business Administration, Strategic Management, Organizational Development, Public Administration, Communications, Property Management, or a related discipline, or an equivalent combination of education and experience.
• Considerable experience in change management, stakeholder engagement, client relationship management, organizational effectiveness, consulting, service improvement, workplace transformation, or operational modernization within a large public- or private-sector organization.
• Experience leading or supporting complex initiatives involving organizational change, service improvement, operational transformation, or stakeholder engagement.
• Demonstrated ability to assess business and client needs, identify risks and impacts, and develop practical solutions that balance organizational priorities, operational requirements, and stakeholder expectations.
• Strong consulting, relationship-management, facilitation, negotiation, conflict-resolution, presentation, and influencing skills, with the ability to build credibility and consensus among diverse audiences.
• Strong analytical and problem-solving skills, including experience conducting research, evaluating options, and developing evidence-informed recommendations.
• Excellent written and verbal communication skills, with experience preparing reports, briefing materials, presentations, communications, and implementation resources for a variety of audiences.
• Knowledge of change management methodologies, organizational readiness practices, communications planning, stakeholder engagement, and service improvement principles.
• Demonstrated ability to exercise sound judgement, manage sensitive or competing interests, address client and stakeholder concerns, and coordinate practical responses.
• Ability to manage multiple priorities, work independently, adapt to changing requirements, and deliver results in a dynamic and complex environment.
• Ability to read, interpret, and communicate architectural plans and drawings.

Nice To Haves

• Formal change management certification, such as Prosci, ACMP, or CCMP, is considered an asset.

Responsibilities

• Develops, implements, and maintains change management plans, frameworks, tools, resources, and approaches that support the successful delivery of divisional initiatives.
• Provides strategic advice to project teams, leaders, and stakeholders, integrating change management activities into project planning, implementation, and decision-making.
• Builds and maintains effective relationships with clients, tenants, partners, staff, senior leaders, and other stakeholders across a diverse civic property portfolio.
• Develops stakeholder engagement, communications, and readiness strategies that support awareness, understanding, adoption, and long-term sustainability of change initiatives.
• Supports and manages assigned projects by coordinating activities, monitoring progress, identifying risks and implementation barriers, and recommending practical solutions.
• Conducts research and analysis, including reviews of corporate policies and practices, legislative requirements, industry trends, stakeholder needs, service gaps, operational data, costs, benefits, risks, and organizational impacts.
• Assesses organizational readiness, people and service impacts, stakeholder concerns, and implementation risks, and develops appropriate mitigation strategies and recommendations.
• Facilitates workshops, consultations, and decision-making sessions, helping diverse groups build consensus and advance initiatives where priorities and perspectives differ.
• Responds to client and stakeholder concerns by clarifying issues, managing expectations, de-escalating concerns, facilitating resolution, and coordinating appropriate action through to completion.
• Develops clear, audience-appropriate reports, briefing notes, presentations, implementation tools, training materials, key messages, frequently asked questions, and other communications to support decision-making and change adoption.
• Makes evidence-informed recommendations to management regarding service improvements, operational efficiencies, organizational design, business process changes, staffing impacts, training needs, and other transformation initiatives.
• Supports divisional transformation by identifying operational constraints, implementation requirements, stakeholder considerations, and organizational impacts before and during transition.
• Helps determine which matters can advance within approved direction, policy, and budget which require escalation, additional consultation, or senior management direction.
• Supports procurement and contract administration activities, including Requests for Proposals, Requests for Quotations, bid evaluations, vendor recommendations, vendor communications, contract monitoring, and quality assurance.
• Negotiates consensus and resolves conflict related to change management approaches with senior leaders, project leads and varied stakeholders.
• Monitors implementation and outcomes, conducts evaluations and lessons-learned reviews, identifies corrective actions, and recommends improvements to reinforce adoption and achieve intended results.
• Provides input into and administers assigned budgets, ensuring expenditures remain within approved budget limitations.
• Supports the development and application of consistent change management practices, methodologies, and tools across the division.
• Performs other related duties, as assigned.
