About The Position

The CGD Lab at NSF | NCAR is seeking a qualified Budget Analyst II to join the Budget Office. The Budget Analyst II administers the laboratory's external funding, including grants and awards, with a primary focus on coordinating and submitting non-core proposals and overseeing post-award processes. This role works collaboratively with the CGD Administrative Team and internal and external PIs.

Requirements

  • Bachelor’s Degree in a relevant academic discipline, plus five years of related experience, or a Master's plus three years, or an equivalent combination of education and experience which qualifies the individual to perform the duties as described.
  • Highly skilled in organizing, coordinating, time management, and prioritizing a wide variety of tasks for self and others, and skilled in paying attention to detail and ensuring tasks are complete and accurate in a timely fashion.
  • Advanced knowledge of proposal submissions and administrative procedures.
  • Working knowledge and understanding of OMB circulars and UCAR policies and procedures related to budgets and indirect costs.
  • Skilled in use of Excel and Google sheets and creation and maintenance of spreadsheets.
  • Advanced skill in budget development and analysis, cost control, and project accounting.
  • Ability to plan and implement effective techniques to achieve organizational goals.
  • Demonstrated ability to work effectively and efficiently under tight deadlines.
  • Ability to monitor monthly expenditures and identify and suggest solutions to unusual activities and issues.
  • Ability to communicate effectively and tactfully, both orally and in writing, within multi-cultural settings.
  • Excellent interpersonal skills.
  • Must perform all work within the U.S., excluding U.S. Territories.

Responsibilities

  • Leads Proposal Submissions: Using clearly defined work plans, works closely with PIs to meet required deadlines and ensure proposal submissions meet sponsor guidelines and the projects meet UCAR and NSF criteria for appropriateness.
  • Prepares/collects forms, budgets, justifications, etc. for on-line submission to sites such as Research.gov, Fastlane, Grants.gov, and NSPIRES.
  • Monitors and tracks the status of in-process and submitted proposals.
  • Develops ad hoc reports on proposal data as requested.
  • Works with Budget & Planning to respond to Panel requests as necessary.
  • Leads Post Award Administration: Establishes new awards and initializes corresponding project records within the Workday system.
  • Tracks and maintains all CGD grant (soft money awards) - typically between 80-100 accounts.
  • Administers subawards (establish new and modify existing subawards from CGD to other organizations).
  • Manages comprehensive post-award financial activities, including monitoring account spending, processing award modifications, requesting No-Cost Extensions (NCEs) and supplemental funding, and completing award closeout procedures.
  • General Program Administration: Assists in maintaining CGD financial tracking systems such as those for awards, staff profile charging information, and time card management.
  • Assists with financial analysis as needed.
  • Prepares responses to requests from NCAR Budget and Planning, UCAR Contracts, and UCAR Finance as needed.
  • Assists with retrieval and collection of information when necessary.
  • Communicates routinely with PIs, CGD lead budget analyst, and lead administrator to advise on budget forecasts, expenditures, and spend-outs.
  • Maintains current knowledge of NSF NCAR/UCAR policies and sponsor guidelines to serve as subject matter expert to CGD staff.
  • Serves as backup and consultant to CGD budget team.
  • Develops ad hoc reports on proposal data as requested.
  • Support to the Lab and Institution: Performs backup functions for other CGD Budget Analyst staff as needed.
  • Participates in meetings, trainings, and institutional committees relevant to proposal or budget systems and procedures.
  • Participates in NSF NCAR/UCAR/CGD -wide committees as appropriate and communicates on these topics when necessary.
