About The Position

L3Harris Integrated Systems & Encryption is seeking a Senior Electrical Engineer with active NSA Certified TEMPEST Professional certification or foundational TEMPEST knowledge and relevant certification training. The position is based on-site in Camden, New Jersey, and supports programs involving embedded crypto engines that require TEMPEST compliance verification by test. The role requires expertise in TEMPEST principles, electromagnetic compatibility, RF measurement techniques, and NSA certification requirements. The engineer will execute and lead TEMPEST test activities in compliance with the National TEMPEST Standard and support programs throughout development. The role also helps identify TEMPEST requirements early and address them through engineering design and rigorous test execution. Responsibilities include oversight of RF/TEMPEST instrumentation and test methodology, RF emissions diagnostics, engineering guidance on TEMPEST countermeasures, and supervision and mentoring of personnel pursuing NSA CTP certification. The role requires travel as needed to NSA Certified TEMPEST Test Services facilities. The regular schedule is 9/80, with every other Friday off. The salary range is $93,341–$156,188; final compensation may vary based on experience, geographic location, and other factors.

Requirements

  • Bachelor's degree in Electrical Engineering, Engineering Physics, or a related engineering discipline and at least 4 years of relevant experience; alternatively, a graduate degree and at least 2 years of relevant experience; or, in lieu of a degree, at least 8 years of relevant experience.
  • Active NSA TEMPEST CTP-I or CTP-II certification, or foundational TEMPEST knowledge with current participation in or completion of training preparing the candidate for the CTP-I/II certification exam.
  • Minimum U.S. DoD SECRET clearance.
  • Demonstrated understanding of electromagnetic concepts, including RF isolation, shielding, grounding, and filtering.
  • Hands-on experience selecting, configuring, and operating RF and TEMPEST measurement instrumentation, including receivers, antennas, spectrum analyzers, and amplifiers.
  • Experience preparing and executing TEMPEST or EMI/EMC test plans and reports in compliance with applicable national standards.
  • Willingness to travel as required to support TEMPEST test activities at NSA Certified TEMPEST Test Services facilities.

Nice To Haves

  • TOP SECRET clearance.
  • International Association for Radio Telecommunications and Electromagnetics (iNARTE) EMI/EMC engineer certification.
  • Experience providing TEMPEST or EMI design guidance during early program development, including requirements derivation, design reviews, and countermeasure implementation.
  • Experience mentoring and supervising engineering personnel in TEMPEST or EMI/EMC test environments.
  • Familiarity with NSA TEMPEST Certification Program requirements, processes, and documentation standards.
  • Strong diagnostic and troubleshooting skills, including the ability to resolve complex RF emissions issues at component, unit, and system levels.
  • Experience with TEMPEST or EMI/EMC design techniques, including shielding design, filter selection, grounding schemes, and PWB layout practices for emissions control.
  • Practical knowledge of program or project management in a defense engineering environment.
  • Ability to work independently and within cross-functional engineering teams in a fast-paced defense program environment, adapting to changes in schedule, tasking, and priorities.

Responsibilities

  • Plan, prepare, execute, and review TEMPEST Test Plans and Test Reports in compliance with TEMPEST standards, certifying the accuracy of test results.
  • Perform TEMPEST services for programs with embedded crypto engines requiring compliance verification by test.
  • Direct, configure, and oversee RF/TEMPEST instrumentation, including receivers, antennas, spectrum analyzers, and amplifiers, ensuring appropriate measurement methodology and technical accuracy.
  • Perform RF emissions troubleshooting and diagnostics at component, unit, and system levels, including analysis of shielding, grounding, filtering, and electromagnetic vulnerability.
  • Collaborate with program engineering teams to review and derive TEMPEST-related hardware requirements and provide design guidance on countermeasures early in program development.
  • Provide technical oversight, mentoring, and direct supervision to engineering personnel pursuing NSA CTP certification.
