About The Position

The Virginia Department of Agriculture and Consumer Services is seeking a Certification, Licensing, Registration and Training (CLRT) Supervisor in the Division of Consumer Protection. Under the leadership of the Office of Pesticide Services Program Manager, this position administers a statewide program that ensures pesticides are registered, sold, and applied in compliance with all applicable federal and Commonwealth laws and regulations. Program activities include leading, training, and supervising staff responsible for pesticide registration, licensing of commercial application and sales companies, and certifying pesticide applicators. Additional responsibilities include administration and coordination of SecuriTest (automated testing system); coordinating special registration requests and approvals; overseeing the Worker Protection Standard program; collaborating with third parties to develop and deliver training materials and programs that support voluntary compliance; and maintaining oversight of CLRT databases. This position also provides technical assistance and guidance on pesticide-related issues, evaluates and recommends actions concerning consumer protection laws and regulations, and regularly communicates with industry representatives, government officials, law enforcement, stakeholder groups, and the public regarding program services and regulatory requirements. Requirements

  • Knowledge of regulatory program management.
  • Ability to understand, interpret, and apply laws and regulations and develop clear policies and procedures.
  • Ability to supervise others, manage resources, analyze workload, promote consistency, and set priorities.
  • Effectively communicate orally and in writing to a variety of audiences.
  • Ability to interact effectively with industry representatives, state and federal officials, a diverse workforce, and the general public.
  • Knowledge of database applications.
  • Knowledge of regulation development process, ability to conduct analysis of critical issues and prepare related documents.
  • Proficiency with personal computers and standard business software, including registration and licensing systems; knowledge of database applications and regulatory tracking systems.
  • Experience in pest management, agriculture or environmental protection or a professional position working in the pesticide or chemical industry; government experience in regulatory enforcement of pesticide laws affecting the environment; and experience with Virginia’s legislative process.
  • Must have (or be eligible) for and maintain a valid Virginia driver’s license and have a driving record that reflects a sense of responsibility for highway safety.
  • H.S. Diploma/GED required.

  • A combination of related education, training and experience indicating possession of the preceding knowledge, skills and abilities to include knowledge of Environmental Science, Entomology, Biology or another related field.
