About The Position

Mott MacDonald is seeking a dynamic, highly motivated, and experienced CEI Contract Support Specialist to support FDOT CEI projects in Florida, with primary focus in the Tampa and Orlando markets. This position provides advanced construction office and contract administration support and performs critical project controls and documentation functions throughout the project lifecycle, from pre‑construction through Final Acceptance. Requirements

  • High School Diploma or Equivalent
  • Proficient with standard word processing, spreadsheet, and data management software
  • Ability to communicate effectively in English, both verbally and in writing
  • Familiarity with FDOT construction procedures and project documentation requirements
  • Ability to exercise independent initiative and judgment while working within FDOT processes
  • Strong attention to detail, recordkeeping, and compliance tracking

Responsibilities

  • Promote and maintain effective communication with contractors, CEI staff, stakeholders, and the Client to ensure accurate exchange of information, timely submittits, and resolution of action items from pre‑construction through Final Acceptance.
  • Plan, coordinate, schedule, and track construction documentation activities to ensure compliance with FDOT Standard Specifications, CPAM, contract documents, and FDOT directives.
  • Exercise independent judgment in planning work details and making technical decisions related to office engineering and contract administration functions.
  • Assist CEI management with interpreting and implementing FDOT procedures and requirements affecting project documentation and reporting.
  • Establish, maintain, and audit complete project records and files in accordance with FDOT, State, and Federal requirements, including funding compliance and audit readiness.
  • Prepare, review, or supervise preparation of correspondence, reports, progress meeting minutes, logs, and project documentation.
  • Track submittals, certifications, staff credentials, materials acceptance records, and QA/QC documentation for project reporting.
  • Coordinate materials inspections and ensure accurate documentation within the Materials Acceptance and Certification (MAC) system.
  • Manage and track contractor pay estimates and invoices, including pay factor adjustments and supporting documentation.
  • Prepare, review, and process Field Work Orders (FWOs) and Supplemental Agreements (SAs) in coordination with the Project Administrator and CEI Management Team.
  • Monitor construction costs, assist with contract modification negotiations, and support price justification using historical data and market trends.
  • Support preparation of monthly and final estimates in compliance with FDOT procedures and timelines.
  • Provide administrative and technical support for managing project schedules and budgets to promote timely and cost‑effective project delivery.
  • Maintain cost tracking logs, estimate histories, and documentation necessary for project controls and reporting.
  • Support EEO documentation, reporting, and compliance tracking requirements.
  • Utilize FDOT systems and software including, but not limited to: MAC, PrC, CITS, PSSP / ProjectSolve
  • Prepare and maintain spreadsheets, logs, and tracking tools for quantities, estimates, contract changes, and compliance documentation.
  • Become proficient in Trimble Business Center – Heavy Construction Edition (HCE) or approved surface‑to‑surface comparison software, including: Reviewing designer‑provided surfaces, Evaluating field survey data, Preparing survey data for use in quantity calculations, Generating and validating earthwork quantities.
  • Perform project‑specific work under the general supervision of the Senior Project Engineer and CEI staff.
  • Proactively relieve supervisory staff of routine clerical, documentation, and tracking responsibilities through independent initiative.
  • Support coordination between field staff and office functions to ensure consistency and accuracy of project information.
