About The Position

Works within the Catalytic Real Estate Division supporting innovative real estate projects and place development activities. The position contributes to a portfolio of work that includes project and program management, commercial corridor vitality programming, place-based community partnerships, property and lease management support, and grant and tax incentive programs. Provides project management and analytical support for projects at the direction of the Catalytic Real Estate Division Manager. Specific duties include: Plans, develops, implements, and tracks strategic economic development projects and programs, including real estate development, commercial corridor vitality initiatives and place-based community partnerships, in coordination with county agencies and external stakeholders. Develops and provides research, analyses, writing, design, and coordination of reports, presentations, and participate in the evaluation of proposals. Supports financial modeling of development projects, including project pro forma review, economic impact assessment, cost-benefit analyses, and impact to county revenues. Assists with development and administration of economic development incentive programs, such as the Economic Opportunity Reserve, grant awards, and Commonwealth of Virginia incentive programs. Supports procurement and management of private tenants for county-owned properties; assists in the preparation of requests for proposals and supports negotiation and monitoring of ground leases and other transactional documents. Develops and delivers annual reports on programs under management. NOTE : The assigned functional areas for this position are project management, and analytical support. LOCATION: This position works in the Department of Economic Initiatives, 12015 Lee Jackson Memorial Highway, Suite 510, Fairfax, VA. Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management; May supervise administrative and paraprofessional staff; Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes; Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations; Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.; Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators; Serves as the point-person and liaison within the department and with central county departments regarding a designated program and functional areas of responsibility; Prepares reports and presentations of analysis and findings.

Requirements

  • Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.
  • Ability to identify and describe a range of possible solutions for solving business problems.
  • Ability to apply research methods to design studies and assessments, and statistical analysis techniques to identify patterns and trends in data.
  • Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data.
  • Ability to train, lead, and/or supervise paraprofessional staff.
  • Ability to communicate verbally and in writing.
  • Ability to operate keyboard-driven equipment.

Nice To Haves

  • 2-3 years of experience in commercial real estate, economic development, grant administration, place-based community development, and/or a consulting or research environment with strong analytical skills.
  • Experience conducting professional-level research and analysis and developing recommendations regarding public sector funding programs.
  • Experience working with community organizations, business associations, or government agencies to advance economic development or commercial revitalization goals, including familiarity with real estate land use processes and stakeholders in Virginia.
  • Ability to communicate effectively orally and in writing, including the ability to write detailed, accurate memoranda, reports, presentations, and other documents.
  • Strong Microsoft Excel, Word, and presentation/publication software skills.
  • Bilingual in English and another language.
