About The Position

The Division of Child and Family Services is recruiting for a Casework Management Specialist Supervisor (CMSS) for the Carson City Child Welfare office. The CMSS is responsible for reviewing and approving the work product of their subordinates, ensuring accuracy, neatness, organization, and thoroughness. Decisions made should be based on sound reasoning, good judgment, and guided by the child welfare practice model, policy, and procedure. The CMSS must continuously educate subordinate staff on relevant NV Statute and Administrative Code, ensure staff are educated about and adhere to applicable IVE requirements and local court rules, including preparing accurate court reports, being prepared to testify in court, and following through with court recommendations/orders. The CMSS must act in accordance with statute, regulation, policy, and procedure. Responsibilities include preparing and administering training on various topics, consulting, coaching, and mentoring staff on individual cases with an emphasis on family engagement, providing weekly 1:1 consultation/supervision to first-year caseworkers and bi-weekly supervision thereafter, consistently and timely completing required UNITY windows, and ensuring court reports are accurate, thorough, and filed in compliance with local court rules. The CMSS must alert the appropriate person (DA, SSM 3, or AG) immediately upon receipt of court recommendations/orders that the Division disagrees with or is unable to comply with. Applicants must be authorized to work for any employer in the U.S. and sponsorship is not available.

Requirements

  • Bachelor's degree from an accredited college or university in early childhood education, special education, human growth and development, criminal justice, psychology, counseling, social work, sociology, gerontology, or closely related social science or human services related field and four years of professional experience providing casework services specific to children, adults, families, vulnerable and/or older adults in a health and/or human services setting; OR one year of experience as a Casework Management Specialist III or Social Worker III in Nevada State service; OR two years of experience as a Casework Management Specialist II or Social Worker II in Nevada State service; OR an equivalent combination of education and experience above the Bachelor's degree level as described above.
  • Knowledge of supervisory principles and practices.

  • Ability to serve as an agency representative with community services and public agencies.
  • Ability to review case and safety plans regarding children, vulnerable and/or older adults, and their respective family members and prove effective assessment of social service needs and/or critical client issues and problems.
  • Ability to create, implement and monitor procedures and/or policies related to case management services for children, vulnerable and/or older adults, and their respective families.
  • Ability to identify goals and develop strategies based on established objectives and available resources.
  • Ability to assume control and resolve critical situations in a safe and expedient manner.
  • Ability to develop and maintain a cohesive relationship with multidisciplinary teams, community organizations, public agencies, courts and law enforcement.
  • Ability to provide supervision to subordinate staff, evaluate performance.

Responsibilities

  • Reviewing and approving the work product of subordinates, ensuring accuracy, neatness, organization, and thoroughness.
  • Making decisions based on sound reasoning and good judgment, utilizing the child welfare practice model, policy, and procedure.

  • Preparing accurate court reports and updates, being prepared to testify in court, and following through with court recommendations/orders.
  • Acting in accordance with statute, regulation, policy, and procedure.
  • Preparing and administering training on a wide variety of topics including but not limited to; child welfare practice model, UNITY, policy, procedure, statue and Administrative Code.
  • Consulting, coaching, and mentoring staff regarding individual cases assigned to them, emphasizing the importance of family engagement.
  • Providing weekly 1:1 consultation/supervision to first-year caseworkers and a minimum of biweekly supervision, if appropriate thereafter.
  • Consistently and timely completing required UNITY windows.
  • Ensuring court reports are accurate, thorough and filed in compliance with local court rules.
  • Alerting appropriate person (DA, SSM 3 or AG) immediately upon receipt of court recommendations/order that the Division disagrees with or is unable to comply.
  • Developing, managing, and implementing case plans and safety plans by interviewing the client, family members, collaterals, court stakeholders and care providers to support the safety, permanency, and well-being of assigned clientele.
  • On a continuing basis, assessing individuals/clients using agency approved assessment tools to evaluate, identify and determine social service needs and advising clients of their service related rights and responsibilities.
  • Identifying goals and developing strategies based on established objectives and available resources.
  • Reviewing client’s history, reporting observations and recommending changes.
  • Remediating deficits and providing intervention strategies.
  • Assisting care providers in learning techniques to enhance the care provider/client relationship.
  • Evaluating the effectiveness of the plan in meeting the client, family and care provider needs.
  • Utilizing evidence-based practices to bring about change behavior to ensure client goals are accomplished.
  • Reviewing plan with client and family/care provider and revising as needed.
  • Monitoring client and family progress.
  • Developing, identifying, obtaining, coordinating, monitoring and evaluating resources and services to meet client and family/care provider needs.
  • Making referrals to other service providers and community resources.
  • Assisting clients in obtaining financial assistance as appropriate.
  • Coordinating services with outside agency service providers.
  • Consulting with other clinicians, social workers, medical personnel, vendors, contractors, school districts, courts, other public agencies, community organizations, law enforcement and professionals in the legal system to exchange information.
  • Serving as motivator and negotiator to arrange and resolve service delivery issues.
  • Utilizing crisis intervention to manage angry, hostile or combative clientele.
  • Conducting assessments, having contact with children, vulnerable and/or older adults, and their respective families and performing home visits using motivational interviewing.
  • Monitoring follow-up services specified in the case and/or safety plan.
  • Arranging, assisting, and/or providing transportation for clients to various appointments and community assistance services as necessary.
  • Preparing reports for court on family function recommendations.
  • Monitoring providers to ensure services are provided.
  • Monitoring quality of the living environment.
  • Training care providers as necessary as outlined in the approved agency provider standards.
  • Reviewing billing forms for accuracy of services provided, assisting clients with applying for program(s) and/or ongoing eligibility requirements.
  • Adhering to all regulatory and agency standards for documentation.
  • Documenting case activities, client contact and progress in case records.
  • Preparing and submitting a variety of written reports related to the evaluation of clients and services provided and evaluation to courts and other federal and State agencies.
  • Providing information to treatment/service team members, other professionals, family members, care providers, administrators, and judiciary.
  • Preparing correspondence and submitting forms and documentation as required.
  • Participating in multidisciplinary teams and attending staff, committee, task force and/or other scheduled meetings to discuss and provide input concerning critical client issues and problems.
  • Meeting with professionals in local communities to develop program awareness and partnerships.
  • Attending and participating in in-service training, workshops, seminars, and continuing education programs to enhance knowledge, skills and abilities related to job performance.
  • Performing related duties as assigned.
  • Supervising and directing, approving and making decisions regarding the activities of other Casework Management Specialist positions to include performance evaluations, work performance standards, scheduling, assigning and reviewing work, training and discipline.
  • Supervising other related paraprofessional, technical and support staff as assigned.
  • Assisting in program planning by developing goals and objectives.
  • Conducting needs assessments and collecting and reporting information regarding program activities.
  • Ensuring compliance with applicable policies and procedures.
  • Assisting in budget preparation and monitoring.
  • Recommending or developing new and/or revised policies and procedures.
  • Carrying a caseload (may be required).
