About The Position

The City of La Habra is recruiting for a part-time Case Manager in the Employment and Training Division of the Community Services Department. This position works approximately 28 hours per week and is grant-funded under the Workforce Innovation and Opportunity Act (WIOA) program. The role involves recruitment, program-eligibility determination, career counseling, job development, placement, and local business coordination for disconnected youth, ages 14-24, in Orange County. The goal is to prepare youth for the workforce by coordinating academic and occupational learning opportunities and linking them with businesses, post-secondary education, and community-based organizations.

Requirements

  • Ability to operate computer and computer-based software.
  • Ability to understand the needs of opportunity youth who face serious challenges to employment.
  • Ability to develop employment opportunities tailored to the specific needs of youth.
  • Ability to travel throughout Orange County, from La Habra to San Juan Capistrano.
  • Ability to speak in front of large groups.
  • Ability to work with a diverse customer base.
  • Ability to work in a team environment.
  • Ability to meet deadlines.
  • Ability to provide excellent customer service to members of the community and all those contacted while performing job functions.
  • Ability to establish and maintain effective working relationships with staff, management, and the public.
  • Valid California Class C driver’s license.
  • Reliable transportation and proof of current automobile insurance must meet the City’s policy.

Nice To Haves

  • Bachelor’s degree or college coursework in psychology, education, sociology or related human-services field is preferred.
  • One year of experience with the Workforce Innovation and Opportunity Act (WIOA) programs, or social-service programs is preferred.
  • Bilingual (English/Spanish or English/Vietnamese) is desirable.

Responsibilities

  • Responsible for the outreach and recruitment of Orange County youth for enrollment into the Workforce Innovation and Opportunity Act (WIOA) Youth Employment Program.
  • Provide support to each youth in social, emotional, and intellectual development.
  • Perform program orientation for local youth, community and faith based organizations, schools, parents, businesses, as well as attend community outreach events.
  • Establish strong professional relationships with employers, clients, and culturally diverse adult and youth populations.
  • Determine eligibility of customers according to Federal, State, and local WIOA policies and procedures.
  • Schedule and conduct workshops including Work Readiness and various re-employment services workshops (e.g. resume and cover letter writing, interviewing skills, coping with job loss/crisis management, job search techniques, keeping your job, etc.).
  • Administer assessments to assist in creating an objective assessments and an Individual Service Plan for each participant.
  • Provide intensive file and case management assisting participants in overcoming barriers that inhibit success in education, employment or training.
  • Collect and enter data into the statewide CalJOBS system.
  • Develop jobs in private and public sector to create employment opportunities for youth.
  • Develop an understanding of program performance goals and apply the knowledge to achieve positive outcomes.
  • Attend all scheduled staff meetings, training sessions, and conferences.
  • Travel as required to training sites and outstations for coordination of program activities.
  • Perform related duties as assigned.
