About The Position

The CARE Connections Resource and Referral QIS Support Coordinator will work with the CARE Connections CCR&R program to establish supportive relationships with Early Educators. This role serves as a principal provider of technical assistance, quality support, and training. The coordinator will facilitate a Focused Child Care Network, a cohort of up to fifteen (15) childcare practitioners who meet regularly to discuss best practices, access resources, receive training, and encourage progress in improving their Early Learning Programs. The position also supports the regional growth of the Spark Quality Rating Improvement System and other quality initiatives of the Department of Early Learning and Care. Key responsibilities include working professionally with local and state contacts to meet contractual program requirements, demonstrating strong communication skills, and a commitment to continued professional development. Evening and weekend work may be required, as well as travel within and out of the district.

Requirements

  • Bachelor’s degree in early childhood education OR Bachelor’s degree in a related field and coursework in early childhood education OR A step 10 or higher on the Oregon registry.
  • At least two (2) years of experience in an early childhood or youth development program with specific experience working with the age group or focus area of the position.
  • Experience supporting the primacy of families, their home languages, and their cultures, and an understanding of how to engage them.
  • Ability to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.
  • Ability to effectively communicate orally with groups and/or individuals, and deal with peers, the public and the community in a positive, empathetic, and professional manner.
  • Ability to work effectively with populations representing diverse social, economic, cultural, ideological and ethnic backgrounds, life experiences and abilities, including community members, students, faculty, and staff.
  • Knowledge of how children birth to five learn within the context of ongoing, meaningful relationships with important adults in their lives and strong knowledge of effective teaching practices.
  • Knowledge of inclusive practices in early learning programs.
  • Knowledge of how to best support the early learning workforce in all settings, and effective techniques of adult learning and relationship-based coaching practices.
  • Models and ensures diversity and cultural competency (respect, inclusiveness, reflecting, valuing, and welcoming cultural differences) in all position responsibilities regardless of race, ethnicity, religion, gender, social class, sexual orientation, ability, nationality, age, language, origin, or employment status.

  • Knowledge of early learning tools, including such as Environmental Rating Scale(ERS) and Teaching Pyramid Observation Tool.

  • Ability and willingness to manage a flexible work schedule with self-discipline, including travel, various hours and possible weekends/evenings, as well as work days at other college locations.
  • Exhibit a high level of computer literacy, sufficient to use software such as email, word processing, spreadsheets, and databases to produce correspondence, documents, and reports.
  • Ability to use Internet, Microsoft Outlook, Word, and Excel as needed.
  • Must possess the skills and ability to use equipment necessary to carry out job responsibilities (e.g. computer and virtual training software, cell/telephone, facsimile machine, projectors, digital cameras, and video recorders).
  • Ability to follow established college and department procedures and work independently to accomplish those procedures.
  • Ability to implement general directives and Board policies in the assigned areas of responsibility.
  • Ability to explain established policies and procedures using judgment and diplomacy.
  • Ability to plan, organize, and carry out activities independently.
  • Strong time management skills to support efficient work production and meet deadlines.
  • Must be able to pass Oregon Child Care Central Background Registry/finger printing and SWOCC background check.
  • Recognizing and Reporting Child Abuse & Neglect training must be completed within 30 days of hire date.
  • Introduction to Child Health and Safety training must be completed within 30 days of hire date.
  • Safe Sleep for Oregon’s Infants must be completed within 30 days of hire date.

Nice To Haves

  • Bilingual in Spanish.
  • Five (5) years of experience working in child care and education.
  • Knowledge of community childcare programs, subsidies, community resources, and state regulations pertaining to childcare.
  • Experience in a leadership role related to early childhood education.
  • Experience in adult education.

Responsibilities

  • Recruit for and develop a Focused Child Care Network.
  • Co-create and support Early Learning Program and individual Early Educator TA and CQI plans with mutually agreed upon goals.
  • Provide monthly network meetings and one-on-ones to support network participants in meeting their goals.
  • Ensure that at least one training is offered each month based on the goals of the Participants in the FCCN, with intentional implementation follow-up.
  • Utilize Essential Fellowship training and tools, and provide support for sustaining Essential Fellowship practices.
  • Attend DELC Communities of Practice and other professional supports as required.
  • Develop and maintain professional relationships with all partners of the CCR&R system.
  • Consistently use excellent interpersonal skills and flexibility in working with Early Childhood Educators, including child care providers and certified center staff, children, parents, college students, partners, and SWOCC staff to promote positive relationships.
  • Meet regularly and coordinate with other staff members to ensure program continuity.
  • Document all calls, referrals, and follow ups as required by contract.
  • Complete appropriate data entry, forms, and reports (e.g., quarterly reports, attendance reports, accident/incident reports, suspected child abuse reports).
  • Maintain and promote ethical responsibility by following the NAEYC Code of Ethical Conduct.
  • Ensure that local data is current by completing provider updates.
  • Produce newsletters and training calendars as required.
  • Attend staff meetings and liaison meetings with the Early Learning Division.
  • Provide resource and referral information to those seeking information on Child Care and/or becoming a child care provider.
  • Actively participate in staff professional development.
  • Participate in Training of the Trainer to develop and maintain skills for offering quality standardized training to Early Educators.
  • Maintain current credentials in training curricula.
  • Utilize the Oregon Registry Online (ORO) system as the main calendar and tracking tool for trainings and professional development opportunities.
  • Schedule and/or provide trainings required to assist Early Educators to move forward on their Oregon Registry professional goals.
  • Assist in planning the annual Retreat by the Lake conference for Early Educators.
  • Provide community training at annual conference and other opportunities throughout the year as requested.
  • Stay up to date on changes in Spark, attend meetings and communities of practice through DELC, and serve as Spark expert for Care Connections team.
  • Educate early educators about Spark, Oregon’s Quality Rating Improvement System, and assist them in development and tracking of professional goals and objectives, selection of courses and/or trainings to meet goals, creating a professional development plan, and assisting in the assembly of documents for professional portfolios for reaching a Spark Rating.
  • Perform Other Duties and Special Projects as Required/Assigned.
