This is a remote position responsible for performing highly advanced (senior-level) consultative services and technical assistance work related to supporting the CAPPS Program. The role involves defining and evolving the CAPPS Program Vision and Strategy, ensuring alignment with State of Texas goals and technical realities. This includes translating high-level business objectives into clear technical product roadmaps, prioritizing features, and partnering closely with the Managed Services vendor to shape architecture, evaluate technical trade-offs, and ensure high-quality implementation. The position requires a deep understanding of system design, APIs, data flows, and platform constraints to make informed decisions, identify technical risks, and communicate product decisions clearly. The role also ensures that long-term roadmaps for systems, data, and platforms support CPA business goals, and that guidelines for solution designs, integration patterns, security, cloud usage, and technical best practices are followed. Responsibilities include providing architectural leadership for digital transformation, cloud migrations, modernization, and large-scale projects, identifying architectural risks with the Managed Services vendor, and ensuring a cohesive approach with various IT teams. The role also involves maintaining standards for security, performance, compliance, and architecture, and ensuring digital products meet WCAG 2.1 accessibility standards. Additionally, the position assists with contract management oversight, IT control audits, contract data security, user permissions, audit trails, and compliance with organizational and regulatory standards. It involves performing technical reviews of contract templates, workflows, and automation rules, and working with Fiscal Management’s contract managers to optimize processes. The role oversees and/or assists with technical oversight and support related to SLAs, system monitoring, environment analysis, hardware/software evaluation, network troubleshooting, migration paths, coding standards, security standards, compare reports, application change management review, and batch scheduling review. Maintaining documentation related to architecture, configuration, integrations, and change management, and supporting reporting and analytics for contract KPIs, compliance metrics, and lifecycle performance are also key. The role involves reviewing and suggesting approval for Technical Deliverables related to CAPPS Architecture, SDLC, Disaster Recovery, Security Plans, and Technology plans. Planning and coordinating technical upgrades (e.g., PeopleSoft image, PeopleSoft Fluid, PeopleTools) and participating as a technical advisor during procurement cycles for CPA-issued procurements related to the CAPPS Program are also required. Specialty skill sets include serving as a subject matter expert for user role Segregation of Duties (SOD) in CAPPS multi-tenant software applications, Delegated Administration Level 3 for the Texas Digital Identity Services (TDIS), and implementing, supporting, and maintaining products offered by PathLock (User Access Review, Single Sign-On, Data Masking, and A360). Performing other related work as assigned is also part of the role.
