About The Position

The Texas Comptroller’s Office (CPA) is seeking a Vendor's Candidate for a remote, ongoing position to support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role is part of the Fiscal Management Statewide Fiscal Systems team and will focus on the HR/Payroll components of CAPPS, which is based on Oracle PeopleSoft Human Capital Management (HCM) version 9.2. The selected candidate will provide advanced consultative services and functional assistance, ensuring the system adheres to state statutes, HR policies, and labor regulations. Responsibilities include functional configuration, supporting the CAPPS HR/PY application, ensuring compliance with FMLA, and utilizing various PeopleSoft technical tools. The role also involves cross-functional collaboration, project coordination for expansions and cyclic processes, and providing Level 2 Service Desk support. A key aspect of this role is ensuring all digital products meet WCAG 2.1 accessibility standards. The candidate will work under minimal supervision, follow established processes, and participate in critical IT activities such as incident management, disaster recovery testing, and audits. The contract is set to begin following the expiration of the current vendor contract on August 31, 2026.

Requirements

  • 8 years of extensive Texas public sector experience, directly working for or supporting a Texas state government agency
  • 8 years of extensive experience supporting the HR module in PeopleSoft HCM version 9.2
  • 8 years of extensive knowledge and understanding of State of Texas applicable policy
  • 8 years of extensive knowledge of federal labor laws
  • 8 years of experience preparing WCAG 2.1-compliant materials for distribution
  • 8 years of experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
  • 8 years of extensive knowledge of/experience with data integration, data quality, and SDLC processes and methodologies
  • 4 years of experience performing functional project management activities in support of CPA’s CAPPS program
  • 3 years of knowledge of Information Technology Infrastructure Library principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM)
  • 3 years of experience with CAPPS Central production and expansion functional support activities for more than 100 agencies and 5 Hub instances
  • Must be US Citizen, Green Card, or EAD. No H1B.

Responsibilities

  • Performing highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program.
  • Responsible for functional HR expertise, including Workforce Administration, TAM/CG HR Security Set-up and row-level security, and interpreting and applying state statutes, HR policies, and labor regulations.
  • Providing functional support for the CAPPS HR/PY application and serving as a point of contact for CAPPS agencies.
  • Responsible for the CAPPS HR/PY functional design phase, including creating/reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and other assigned functional activities.
  • Functional configurations include PeopleSoft delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer).
  • Responsible for functional configuration skills, including setting up tables (job codes, positions, departments, compensation, etc.), understanding HR business units, Set IDs, and Table structures, configuring workflow (AWE-Approval Workflow Engine), and creating queries using PS/Query and SAP Business Objects.
  • Ensuring CAPPS adheres to the Family Medical Leave Act (FMLA), including defining and refining FMLA plans and entitlements, customizing appropriate leave types, ensuring module integration with Payroll and Time and Labor, and assisting with compliance reporting and auditing.
  • Responsible for technical skillsets for applicable tools, including understanding Application Designer (records, fields, pages, components), Integration Broker (Web Services, REST/SOAP Integrations), SQR and BI Publisher report customization, SQL Proficiency, understanding of PeopleSoft security (inclusive of State of Texas multitenancy requirements), and planning, designing, developing, implementing, supporting, and maintaining IT security measures.
  • Responsible for tools and environment knowledge, including PUM (PeopleSoft Update Manager) and Change Assistant, Fluid UI changes and page navigation, lifecycle management and selective adoption, Elasticsearch/Search Framework, and data migration and compare reports.
  • Responsible for cross-functional collaboration, including strong problem-solving and troubleshooting, ability to interpret State of Texas HR policies into system configuration and code modifications, requirements gathering for break/fix or system enhancements, documentation and testing (UAT, regression testing), incident management in systems like ServiceNow and BOSSDesk, communication skills with policy personnel, analysts, agencies, and vendors, understanding interdependence on legacy systems (SPRS, HRIS, etc.), providing structured cross-training to support junior analysts, and providing comprehensive training and support to agency personnel.
  • Responsible for project-level coordination and participation, including expansions with additional module implementations or enhancements for agencies, cyclic processes (fiscal year-end, calendar year-end, 1095 creation, legislative changes, federal mandates, third-party integrations), and performing all duties following CPA’s processes, policies, and procedures within project scope and on schedule.
  • Provides Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, in coordination with a Managed Services vendor.
  • Ensuring that all digital products and content meet WCAG 2.1 accessibility standards, including maintaining perceivable, operable, understandable, and robust experiences, regularly reviewing content for compliance, and implementing updates or remediation.
  • Works under minimal supervision, relying on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks.
  • Validating that only accurate data is produced, security (including multi-tenancy) is enforced, the system performs efficiently, and all applicable policies are enforced.
  • Performs all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for ITSM and ITAM.
  • Actively participates in CPA’s Major Incident Management (MIM) process for P1 and P2 incidents.
  • Participates in Disaster Recovery and Upgrade Testing activities.
  • Makes presentations at CAPPS User Groups and the CAPPS Steering Committee.
  • Participates as directed in an annual SOC-1 attestation audit.
  • Considers security, availability, processing integrity, confidentiality, and privacy when suggesting, approving, and implementing enhancements, process changes, or system fixes.
