This full-time role is for a Capitol Construction Program Manager to manage various client programs and projects for Federal Clients in the DC Metro areas. The position is contingent on a future client win and client approval. The manager will work closely with the Contract/Project Executive, directing, managing, and monitoring the team to resolve challenges and meet client expectations, working onsite daily with the client.

Requirements

  • Bachelor's Degree in Construction Management, Engineering or related field +8 years of experience or demonstrated equivalency of experience and/or education
  • Experience with Federal Contacts/Programs

  • Managing staff 10 of more and large integrated project teams
  • Experience in similar role on programs valued >$50M.
  • PMP certification or CCM
  • PE or RA
  • 15+ Years of experience

Responsibilities

  • Responsible for managing, coordinating, and administering a group of projects from conceptual stages through all phases of the projects, with the assistance of the project team.
  • Responsible for overall performance of the team and takes the lead in reporting and ensuring project completion within budget, schedule and in conformance with specifications and effectively reconciles risks to commitments that may exceed assigned schedules and budgets.
  • Coordinates communications, stakeholder contacts and maintains good working relationships.
  • Monitors and controls contractual commitments to assure work being performed is in accordance with the specifications and terms of the contracts.
  • Responsible for leading a construction management team to deliver capital construction projects for US Federal Government clients.
  • Development of the Program Execution Plan.
  • Management and coordination of Project Managers, Project Controls Team, and Construction personnel.
  • Coordination of design work with the Design Manager.
  • Establishes schedules and budgets for compliance with program scope requirements and contract obligations.
  • Takes leadership initiative in working with internal team members, and client departments including cost/scheduling, procurement, quality assurance, construction, contracts, legal, labor relations, finance, accounting and other services and departments as required to successfully manage projects.
  • Provides an integrated project team approach in working with designers, contractors and governing agencies.
  • Manages the team to review and comments on design submissions, change orders, and contracts/sub-contracts, and represent the client interests to ensure control of and validate change orders are current, fair and efficiently processed, comments received from governing agencies on behalf of the client and coordinates timely resolutions.
  • Responsible to proactively monitor critical program milestone dependencies, and track actions which may result in risks to critical project milestones.
  • Reviews key performance indicators and forecasts any modifications to schedules, cost estimates, and financial reports.
