About The Position

Under the general direction of the Assistant Director, the Capital Projects Manager is responsible for the overall management and administration for the design, construction and inspection of capital improvement projects. The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Requirements

  • Knowledge of civil engineering concepts, practices, and procedures related to civil, construction, and environmental planning.
  • Knowledge of construction engineering design specifications.
  • Knowledge of construction materials, supplies and equipment specifications and standards.
  • Knowledge of contract preparation, negotiation and implementation.
  • Knowledge of on-site inspection and investigation practices and procedures.
  • Knowledge of City policies and procedures.
  • Proficiency in effective oral and written communications is essential.
  • Skill in reviewing specifications for compliance with engineering practices, codes and ordinances.
  • Skill in preparing, developing and presenting technical information to public officials, developers, contractors, consultants and the general public.
  • Skill in planning, organizing, coordinating and directing complex projects.
  • Skill in effectively directing, supervising and delegating duties to professional and administrative level staff.
  • Skill in negotiating, mediating and resolving customer complaints and concerns.
  • Bachelor Degree in Civil Engineering, or related field, and a minimum of ten (10) years of experience, including five (5) years of progressively responsible supervisory or management experience in a public sector or municipal engineering environment; or equivalent combination of education and experience.
  • Must possess a Texas Registered Professional Engineer License.
  • Must pass a pre-employment drug screen, criminal background investigation and MVR check.
  • Must possess valid State of Texas Driver's License.

Responsibilities

  • Provides technical assistance and information to the Assistant Director, consultants, developers, citizens and City staff on matters regarding capital improvement design and construction projects to ensure conformance with City standards.
  • Manages staff in the design, review, construction coordination and inspection of capital improvement projects.
  • Manages design and construction specifications and details, revisions, and requests for new material approvals.
  • Manages all phases of assigned capital or special projects.
  • Assists with the selection of consulting engineers and contractors for the design and construction of capital improvement projects.
  • Reviews and negotiates scope of work, contracts, invoices, pay estimates, and change orders.
  • Coordinates and manages updates to the capital improvement program.
  • Approves right of way and design changes for capital improvement projects.
  • Negotiates, mediates and consults with developers, consultants and contractors concerning capital improvement requirements, pay estimates and change orders.
  • Manages the preparation, implementation and interpretation of the City engineering design manual, ordinances, procedures, resolutions, and special studies.
  • Manages preparation and presentation of engineering reports for Assistant Director.
  • Selects, manages, instructs, schedules, reviews, trains and evaluates the activities of subordinate personnel.
  • Provides analytical and developmental recommendations relating to engineering plans, specifications and reports on improvements and new construction for the City.
  • Assists with the annual operating, capital and other related budget preparation.
  • Prepares council agenda items for assigned capital or other special projects.
  • Attends meetings with consultants, developers, contractors and other staff as necessary.
  • Conducts site inspections as necessary for capital projects at all phases of construction.
  • Evaluates and responds to public, inter-departmental and city official inquiries.
  • May act on behalf of the Assistant Director as assigned.
  • Travels to projects and to attend meetings, conferences, and training.
  • Regular and consistent attendance for the assigned work hours is essential.
  • Performs other related duties as assigned.
