About The Position

This is an intermediate-level, non-supervisory capital improvement architecture and engineering role. The employee will be involved in project management, design, contract administration/control, and quality assurance/quality control activities associated with the design, construction, and modifications of County Government facilities. The work requires familiarity with various engineering, design, and construction disciplines and understanding how each supports the overall project. The employee may support a project team on moderate to large-scale projects or, with experience, lead a project team for small construction and renovation projects. Responsibilities can include contract administration, scheduling, design of project components, and environmental compliance.

Requirements

  • Five (5) years of professional experience in design/construction project management, contract administration and quality control.
  • Graduation from an accredited college or university with a bachelor’s degree in architecture, Civil/Structural Engineering, Construction Management or a related field.
  • An equivalent combination of education and experience may be substituted.
  • A valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.

  • Environmental Compliance knowledge and work experience, including asbestos abatement, soil contamination, lead paint survey abatement & monitoring, mercury vapor, mold and radon gas surveys & remediation, petroleum tank testing, upgrades, and replacement, green roof maintenance, storm water management, and generator & CHP emissions testing, reporting, permitting, and compliance.
  • Standard professional design and construction concepts, principles, practices, and techniques related to an engineering or architectural discipline and an understanding of roles of various engineering disciplines – including but not limited to, civil/structural engineering, mechanical engineering, electrical engineering, and environmental engineering – in the design and construction of modern, efficient facilities.
  • Knowledge of building and building system functionality, maintainability, and sustainability, including ‘green building’ objectives, principles, and practicalities.
  • Project management activities and skill in applying project management skills including skill in monitoring, guiding and coordinating the work of others (e.g., A&E professionals, A&E firms, construction contractors, etc.), developing contract agreements/amendments for facility design and construction, etc.
  • Knowledge of Montgomery County, State of Maryland, and federal codes, the County’s permitting and inspection processes, industry standards and other guidelines affecting facility design and construction/renovation.
  • Experience using a computer, office suite software (such as MS Office), enterprise software and specialized software (such as Primavera, MS Project) to communicate, manipulate data, prepare presentations, conduct research, budget, requisition, plan/schedule projects and perform other functions.

Responsibilities

  • Manage small size engineering projects of minimal complexity involving multiple disciplines, from conception through design, construction, and final acceptance.
  • Obtain information about project goals, constraints, and other issues; meet with facility management, intended users, and others to identify desired outcomes, program requirements, and project restraints.
  • Provide space planning guidance.
  • Prepare engineering designs for small projects or work with A&E firms to develop and finalize designs.
  • Coordinate and monitor all phases of construction management activities.
  • Monitor work of contractors and staff engaged in constructing small scale capital projects including renovations.
  • Visit sites to observe work and inspect materials and processes used in construction, or assign staff to inspect materials and project activities.
  • Confer with contractors regarding schedules, safety measures, site problems, and delays.
  • Review and recommend approval of project change requests and payments.
  • Prepare project reports and maintain project records and files.
  • Provide advice on site selection and site utilization.
  • Coordinate environmental studies for proposed capital improvement projects to identify potential impacts and develop remediation efforts.
  • Coordinate and enforce the implementation of environmental compliance measures.
  • Oversee or perform environmental inspections, studies, reports, and remediation projects.
  • Review and evaluate new or existing industry standards, codes, and practices to develop engineering standards and guides.
  • Review plans and proposals for compliance with guides and advise the County on design and construction issues.
  • Provide engineering expertise for developing bid documents (scope of work statements, technical specifications, contract language) and contractor selection criteria.
  • Evaluate proposals, interview contractors/consultants, and recommend selection.
  • Serve on the contract negotiations team.
  • Administer contracts: conduct contract review, monitor and verify compliance with and enforce the contract, communicate with the contractor on contractual issues, monitor and control project budget.
  • Lead the commissioning process throughout design and construction and provide training of all building systems for facility maintenance staff prior to project completion.
  • Communicate with developers, designers, contractors, property owners, other governmental agencies, and the public to respond to requests for information, explain legal/regulatory requirements, or provide technical assistance.
  • Inform County government, the public, and others regarding engineering policies and requirements for construction and assist with regulatory compliance, County policies, and procedures.
  • Lead and participate in meetings, work groups, and task forces for engineering-related projects and issues.
  • Participate in discussions, presentations, write reports, and recommend/obtain authorization for studies related to design and construction.
  • Attend public hearings and meetings to present proposals that may be controversial.
  • Attend community/neighborhood organization meetings to explain studies, projects, department policies/programs, and respond to complaints and requests for information/service.
  • Confer with County staff, developers, A&E staff, contractors, and their representatives regarding issues such as controlling costs, project scheduling, quality control, and safety.
  • Develop options and recommendations for improvement and negotiate with contractors to resolve matters.

  • The anticipated hiring range for this position will be $ 94,837 to $ 153,585 , based on the candidate’s qualifications and experience.
