About The Position

The City of Midwest City is accepting applications for the position of Capital Projects Engineer in the Public Works Administration Department. In this role, you will perform managerial and professional work involved in planning, directing and coordinating capital improvement projects, engineering data collection or maintenance activities, and publicly owned or funded construction projects related to Public Works.

Requirements

Requires a four-year degree from an accredited college or university in Civil Engineering or related field
Registration as a Professional Engineer by the State of Oklahoma or the ability to obtain registration within six (6) months of employment
Must possess a valid state driver's license and satisfactory motor vehicle record

Responsibilities

Manages the Public Works capital improvement plans including prioritization of projects through continuous review and updates.
Manages capital projects from inception through completion including development of a scope of work, RFP/RFB development, evaluation of bids, determination of sequence of construction, management of grant financial and reporting requirements, general procurement, and overall project management.
Plans, directs, and supervises the work of the Public Works project managers and/or construction inspectors.
Performs technical and functional supervisory duties including performance evaluations, disciplinary action, and execution of personnel policies and procedures.
Interviews and selects new personnel, provides employee orientation, and coordinates on-the-job training for employees.
Responds to complaints or requests for information from the public, developers, and others concerning various engineering, construction, or legal requirements.
Coordinates engineering planning of all publicly owned or funded Public Works projects with consultants, other cities, state, county, and federal agencies, directly and through the Council of Governments.
Serves, as needed or directed, on various regional committees preparing regional planning documents for water development, wastewater development, solid waste disposal, transportation improvements, etc.
Assist in the preparation of agenda items and information for presentation to the City Council, Sidewalk Committee, and Traffic and Safety Commission identifying public improvement needs, preparing cost of construction, and establishing priorities.
Attends public meetings including City Council and Traffic and Safety Commission meetings to interpret or explain proposed development plans, sidewalks, or planning documents.
Reviews prioritized list of Public Works Capitol Improvement recommendations from division supervisors. Provides funding estimations for said list, makes recommendations as needed.
Coordinates engineering surveys and supervises collection of field data on projects such as paving improvements, construction and capacity studies of sanitary and storm sewers, construction of buildings, hydraulic analysis of the distribution system, parks, and traffic control devices, and other municipal facilities.
Supervises and participates in the preparation of plans, specifications, and cost estimates on various construction projects.
Supervises and participates in computations of quantities of materials and progressive payments to contractors.
Reviews plans for applicable elements of new or improvement to existing housing developments, commercial and/or industrial developments and coordinates same for general improvement of the City.
Supervises maintenance of current and accurate engineering data on streets, sewer, water lines, legal descriptions, plans and specifications on municipal properties and similar information. Coordinates with the GIS Coordinator to ensure the accuracy of the mapping program for City owned fiber optic communications, sewer, storm sewer, street, trails, water infrastructures and other Public Works related fields.
Communicates details of proposed and current projects with division supervisors, the Assistant Public Works Director/City Engineer and the Public Works Director. Details to include but not limited to extent, start/completion timeframe, contractor information, and overall scope of the project.
Advises the Assistant Public Works Director/City Engineer, the Public Works Director, City Council, Department Heads, and others on various applicable engineering problems as requested or directed.
Works with Department of Environmental Quality and engineering and architectural consultants on water and sewer projects to obtain approval and funding of projects.
Plans and coordinates all phases of the floodplain management program to meet National Flood Insurance Program requirements, FEMA regulations, and City ordinances.
Establishes division safety practices and procedures and ensures compliance.
Perform any other related duties as required or assigned.
