About The Position

The position performs engineering and architectural project management work in the development of capital projects for the Department of General Services. Work involves the review of plans and overseeing the design and construction of capital projects throughout the County, including direct project management if construction managers are not used. The position is responsible for the technical development of capital projects from the planning stage to completion and ensures capital projects are designed and completed as intended. The position reports to the department deputy director and works under general supervision.

Requirements

  • Bachelor's degree in civil or structural engineering or related engineering field.
  • Six years of progressively responsible experience performing engineering and architectural project management and construction duties.
  • Regular operation of keyboard devices and construction visits.

Responsibilities

  • Coordinates capital projects from development and planning to completion, including the direct management of projects if construction managers are not used.
  • Develops and leads multiple construction teams consisting of architects, engineers, contractors, end users and others, throughout the evolution of each project.
  • Answers inquiries from County officials, citizens, other interested parties.
  • Designs a variety of projects that are constructed by County personnel.
  • Confers with technical parties, end users, citizens, elected officials and others regarding projects to develop project scope, timing and budget.
  • Arranges for selection of design consultant: conducts pre-bid conferences, negotiates and prepares contracts for services, initiates purchase and payment documentation.
  • Reviews plans and drawings, provides comments/input regarding such matters to design consultants.
  • Prepares construction bids: Prepares project bid specifications and, as necessary, bid documents; responds to inquiries regarding the project and bid procedures; conducts pre-bid conferences; reviews bids and recommends contractor selection; coordinates preparation of contract documents.
  • Serves as technical representative during construction phase: Attends progress meetings to discuss and resolve problems; arranges for/coordinates other agency reviews and actions; recommends actions on change order requests and negotiates costs; performs field inspections of work to ensure compliance with plans and specifications and to support progress payments; conducts final inspections and accepts project on behalf of County; ensures delivery of all final documents and warranties.
  • Performs special projects as assigned such as reviewing or writing ordinance regulations affecting public works, conducting technical studies, and developing cost figures for capital projects.
  • Serves as department resource on engineering project management matters to the County.
  • Performs related work as required.
