About The Position

Prince William County's award-winning Office of Procurement Services (OPS) is seeking a motivated Capital Procurement Officer to support the successful delivery of capital projects. In this role, you'll solicit construction and professional services, including building construction, major renovations, and highway construction and maintenance, in compliance with the Virginia Public Procurement Act. We're looking for a collaborative, solution-focused professional with experience in local government procurement and contract management for complex construction and design projects. You'll play a direct role in advancing the County's goals of improving mobility, strengthening public safety, and enhancing residents' quality of life. OPS manages procurement of supplies, construction, professional, and general services through competitive, fair, and ethical solicitation methods, and is currently advancing key initiatives in vendor engagement, process modernization, strategic sourcing, and contract administration. The department has been recognized with the Achievement of Excellence in Procurement (AEP) Award from the National Procurement Institute for its commitment to best practices and continuous improvement. About This Role: In this role, you will serve as the primary Capital Procurement Officer for the Department of Transportation, managing procurement of architectural/engineering design and construction services for a variety of Transportation Capital Improvement Projects.

Requirements

  • Federal, state, and local public procurement regulations, policies, procedures, and best practices.
  • The Virginia Public Procurement Act (VPPA), with experience applying its requirements.
  • Capital improvement procurement processes for construction and architectural/engineering design services.
  • Business and contract law as it applies to procurement, particularly for construction and A/E services.
  • Project management principles, including planning, coordination, scheduling, and stakeholder communication.
  • Ability to interpret plans, specifications, and technical contract requirements.
  • Strong negotiation and vendor management skills.
  • Ability to build effective working relationships across departments and with vendors.
  • Strong written and verbal communication skills, including drafting solicitations and reports.
  • High attention to detail, organization, and the ability to manage multiple priorities under tight deadlines.
  • Self-starter with sound judgment and a commitment to continuous improvement.
  • Proficiency with eProcurement or other procurement technology platforms.
  • Experience in local government, higher education, transportation, utilities, or similarly regulated environments.
  • Managing competitive solicitations (IFBs, RFPs, RFQs, or cooperative procurements) and developing related scopes of work, specifications, and contract terms.
  • Administering construction, renovation, infrastructure, or design services contracts, including amendments, change orders, and closeout.
  • Procuring architectural, engineering, consulting, or other specialized professional services.
  • Negotiating pricing, contract changes, and dispute resolutions.
  • Managing vendor relationships, including performance, insurance, bonds, and deliverables.
  • Advising departments on procurement strategy and contract administration, while ensuring compliance with public procurement laws and ethical standards.
  • Supporting complex, high-value, or multi-phase capital projects from solicitation through closeout.
  • Using eProcurement or financial systems to manage sourcing and contract records.
  • High school diploma or G.E.D. required.
  • A minimum of seven (7) years of progressively responsible experience in procurement, contracting, or contract administration is required.
  • Experience may be drawn from public, private, or nonprofit sector settings.
  • Must successfully pass a criminal background check in accordance with County policy.
  • Must possess a valid driver’s license and maintain an acceptable driving record; some local travel to County facilities, project sites, meetings, or vendor locations may be required.
  • This position requires the ability to maintain confidentiality when handling sensitive procurement and contract information.

Nice To Haves

  • Bachelor’s degree in public or business administration, contract management, or a related field. Degree must be from an accredited institution with preferred coursework in public procurement.
  • Direct experience in local government, state government, higher education, school systems, transportation agencies, utilities, or similarly regulated environments.
  • Hold a nationally recognized professional procurement certification (VCO, CPPB, CPPO, NIGP-CPP) or ability to obtain within one (1) year of employment.
  • Experience with complex construction delivery and procurement methods, including Design-Build, Construction Manager at Risk, PPTA/PPEA, and Job Order Contracting (JOC) and administration.
  • Direct experience supporting construction, capital improvement, architectural/engineering, or public sector purchasing functions is strongly preferred.

Responsibilities

  • Leading procurement for high-profile, large-scale construction and infrastructure projects, including roads, bridges, highways, drainage structures, landfills, and demolition.
  • Advising County departments on procurement practices to ensure compliance with local and state laws and regulations.
  • Managing the solicitation, evaluation, and selection process to award contracts that support the County's mission.
  • Helping departments resolve vendor performance issues in line with contract terms and identifying process improvements to boost efficiency and customer satisfaction.
