Parks Division is responsible for infrastructure management and development for both Alberta Parks as well as Public Lands to ensure outdoor, nature-based recreation opportunities for all Albertans that are safe, sustainable, accessible and enjoyable while balancing conservation values. The Crown Land Capital Infrastructure Development Program (Capital Program), managed by the Capital Infrastructure Development and Implementation (CIDI) Branch within the Parks Division, is responsible for planning, refurbishing and developing new outdoor recreation infrastructure by maximizing available capital investments and procurement opportunities. Reporting to the Manager, Capital Systems and Coordination, the Capital Procurement Analyst leads and supports complex capital procurements that contribute to the successful delivery of infrastructure projects across Alberta's parks and public lands. The position provides strategic procurement expertise and ensures all activities are conducted in accordance with applicable legislation, trade agreements, policies, and standards. This position supports procurement decisions associated with an annual capital investment portfolio valued at approximately $80 million to $100+ million. The role also conducts procurement research, environmental scans, and jurisdictional reviews, while supporting the evaluation of innovative delivery models, contracting approaches, and procurement methods. The Capital Procurement Analyst works collaboratively with project teams, senior leadership, as well as with other branches, ministries, and stakeholders to advance strategic capital infrastructure initiatives.

Requirements

A bachelor’s degree in Business, Supply Chain Management, Commerce, Engineering, or a related field is required.
A minimum of four years of directly related experience in capital project delivery, capital program management, procurement, contract management, design and construction, or infrastructure project delivery.
Directly related education or experience will be considered on the basis of one year of education for one year of experience, or one year of experience for one year of education.

Nice To Haves

Extensive experience supporting capital programs, including design and construction of projects.
Extensive experience in procurement and contract management for capital projects.
Experience working within a large, complex organization, preferably in the municipal, provincial, or federal public sector.
Experience delivering capital projects related to parks, public lands, recreation infrastructure, natural resource management, or land development.

Responsibilities

Leading and managing the full lifecycle of capital project procurements.
Providing strategic procurement advice and recommendations for complex capital projects.
Advising project teams on procurement instruments and sourcing strategies.
Managing standing offer procurements for consulting services, construction, and goods.
Developing and maintaining procurement processes, templates, and contracting standards.
Supporting vendor management practices and performance improvement initiatives.
Serving as the branch's procurement subject matter expert for capital projects.
Promoting procurement best practices and delivering training to CIDI and regional operations staff.
