About The Position

Under general direction, this role involves monitoring, supervising, and coordinating the development of the City's comprehensive plan. The position performs advanced, professional-level planning work and serves as a project manager. Key responsibilities include overseeing and supervising the development of the City's capital plan by managing various planning and transportation studies, providing local expertise to link public and private investment, and identifying projects that implement the City’s comprehensive plan. The role also involves establishing scope, schedule, and expectations for project objectives, monitoring work in progress, leading the development of a capital project list, and formulating policy recommendations related to land use, transportation, and economic development. Coordination with other city departments, government agencies, engineers, developers, and consultants is essential. The position also assists the department in providing information, technical assistance, and professional guidance to various stakeholders, including boards, commissions, City Council, city management, developers, and the general public. This includes preparing plans, ordinances, resolutions, and other documents for presentation and review, attending public and official meetings, and presenting technical reports and studies. Additionally, the role involves supervising assigned personnel, including scheduling, assigning work, instructing, guiding, checking work, appraising performance, providing training and development, enforcing personnel rules, counseling, motivating, maintaining harmony, interviewing applicants, and recommending personnel actions.

Requirements

  • Bachelor's degree or higher in business or public administration or urban regional planning or design or related field.
  • Four years professional experience in urban or regional planning.
  • Two (2) years of supervisory or lead experience.
  • MOS Code: 62E1G (Air Force), 25E (Army), 21 (Coast Guard), 0511 (Marine Corps), 2161 (Navy)

Responsibilities

  • Oversee and supervise the development of the City's capital plan by managing various planning and transportation studies.
  • Provide local expertise to link public and private investment as well as identifying projects through various studies which implement the City’s comprehensive plan.
  • Establish scope, schedule, and expectations of project objectives.
  • Monitor work in progress.
  • Lead the development of a capital project list, policy recommendations including land use, transportation and economic development policies.
  • Coordinate projects and components of planning studies with staff in other departments to include, but not limited to, traffic engineering, engineering and quality of life departments.
  • Assist with the development of future capital plans.
  • Serve as project manager on City's various planning studies.
  • Coordinate with other city departments, government agencies, engineers, developers and consultants.
  • Assist the department in providing information, technical assistance and professional guidance to boards and commissions, City Council, city management, developers and the general public.
  • Represent the department at public meetings related to the planning studies.
  • Prepare plans, ordinances, resolutions and other documents for presentation, review and discussion.
  • Attend public meetings, commission and committee meetings, city council, neighborhood meetings and others as requested.
  • Present technical reports, studies, grants and other information.
  • Schedule, assign, instruct, guide and check work.
  • Appraise employee performance and review evaluations by subordinates.
  • Provide for training and development.
  • Enforce personnel rules and regulations and work behavior standards firmly and impartially.
  • Counsel, motivate and maintain harmony.
  • Interview applicants.
  • Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
