About The Position

This position serves as the lead Project Manager for water, wastewater, stormwater, and other public infrastructure capital improvement projects from planning through construction and project closeout. Responsibilities include managing engineering consultants, contractors, procurement, budgets, schedules, regulatory coordination, and state and federally funded infrastructure projects. Experience managing public infrastructure capital projects is strongly preferred.

Requirements

Bachelor’s degree in business or public administration, construction science, engineering or related field, plus six (6) years professional, managerial or administrative experience, dealing with preparation and fiscal oversight of operating budgets or capital developments, project management and acquisition projects; including two (2) years supervisory experience to include management of consultant teams and project implementation schedules.
Or any equivalent combination of education, experience and training which provides the required knowledge, skills and abilities.
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
In order to access into the County’s network and systems, a personal smart device is required by the hire start date.
Knowledge of: Project management principles and practices; lean-organizational techniques; business or economic development financing; the principles and practices of urban economic, redevelopment and downtown development including administration and management, public participation techniques and development issues; marketing techniques and economic development incentives; border economics and industrial practices; budget preparation and standard general and fiscal administration policies and practices; principles and practices of administrative management; the principles and practices of effective customer service; County organization, operations, policies and procedures; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.
Skill/Ability to: Deliver seamless customer service and build and maintain cooperative and effective relationships with the department staff, other county department heads and staff; Interpret federal, state, city, and county laws and regulations; analyze numerous concrete and abstract factors, and exercise judgment in weighing suitability and effects of alternatives to make decisions or solve problems pertaining to non-engineering development administrative matters of considerable complexity under unusual circumstances; Coordinate or engage in consolidating, preparing, presenting, implementing and controlling in capital developments projects, financial and economic analyses and reports, project funding schedules, related accounts and records, and administrative policies and procedures; negotiate or assist in the negotiation between businesses, financial institutions and government agencies and perform cost/benefit analyses operate a personal computer and various software applications; conduct research, develop appropriate documentation, assess and prioritize multiple tasks, projects and demands to meet scheduled requirements; establish and maintain effective working relations with co-workers and customers to promote and support a productive work environment; work efficiently independently and in a team environment to meet established goals and objectives; establish and maintain effective working relationships involving persuasive dealings with fellow employees, executives, consultants, contractors, elected officials and the public, and firmly and impartially exercise supervisory authority over assigned subordinates; prepare clear, concise and comprehensive written reports, and staff studies; work independently, exercise sound judgment and make decisions, manage time well and perform multiple tasks, and organize diverse activities; perform in a fast-paced and stressful environment, while maintaining a professional manner; have and maintain a valid driver's license with a driving record acceptable to the County of El Paso; and pass a Criminal Background Investigation.

Responsibilities

Plans, organizes, develops, implements, oversees, and reviews the assigned projects within the Department, to include management of strategic financing portfolios, capital bond programs and any large-scale grant opportunities.
Manages and evaluates quality, efficiency and effectiveness of assigned programs and projects.
Analyzes, coordinates, and overseas production and implementation of annual plans in the Department’s programs and activities.
Maintains agency-wide database of capital projects and related information and monitors availability and expenditures of allocated revenues, grants and other funds.
Reviews work progress for adherence to funding and completion requirements, and reports deviations for remedial administrative action.
Coordinates with County departments as necessary to monitor capital projects progress in all phases of development, to include scope, design, bid and construction.
Attends meetings and makes presentations to public officials and community groups to facilitate understanding of capital projects progress.
Monitors projects administratively to ensure adherence of projects assuring construction scheduled, budgets and grant mandated spend rates are met.
Reviews, evaluates, and recommends modifications to programs, projects and procedures as appropriate.
Works with users, elected officials, department heads, and respective project managers to assist them in development of their strategic planning for future capital development, including identifying program operational objectives.
Arranges for guidance or action from higher level executives on unprecedented problems or deviations from County-wide policies or practices, or from qualified engineering professionals on complex technical problems or questions.
Represents County interests when conferring with and presenting capital improvement portfolios and programs to department heads, public officials of other counties, states, federal agencies, public utilities and regional jurisdictions, business organizations and civic groups to facilitate understanding of program nature, goals, process, projects, and administrative and fiscal issues.
Plans, organizes, develops, implements, oversees and reviews processes to provide for availability, disbursement and expenditures of project revenue for planning, design, construction of various facets of the portfolios or programs.
Collaborates with County Auditors and Budget and Fiscal Departments and funding organizations to devise and integrate fiscal procedures that conform to accepted policies and standards.
Coordinates development of grant proposals as assigned for specific tasks, program objectives, funding position statements and master plans.
Verifies funding for project scope changes during design phases.
Audits project costs and schedules for adherence to funding and completion requirements.
Assesses impact of estimate variations and recommends remedial administrative action to County officials, other jurisdictions, and funding or regulatory agencies.
Examines, consolidates, and coordinates operating and budget requests.
Checks bid advertisements for consistency with fiscal and administrative provisions of construction or other contracts to be awarded and open bids for patterns impacting cost estimates and recommend contingency funding if necessary.
Assists in contracts or projects assigned directly to the manager.
Participates in contract negotiations and supervises, oversees, or performs preparation and approval of contract documents for consultant and construction work as authorized.
Coordinates with Project Engineering, Purchasing, and user departments to assure project consultant and construction work is contracted in an efficient, timely, and proper manner.
Performs project managements functions as required.
Works with subordinate staff and consultants and legal counsel on appraisal, offer, negotiation, contract preparation, approval, and acquisition of properties for the County's needs.
Remains abreast of changes in local, state or federal, laws or regulations concerning and affecting department operations.
Performs other related duties as may be assigned.
Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations.
