About The Position

The Department of General Services Division of Engineering & Buildings (DEB) is seeking a qualified Capital Outlay Program Manager to provide coordination of operations in support of the Commonwealth's Capital Outlay Program. DEB assures the life, health, welfare, and safety of occupants of buildings on state owned property by serving as the State Building Official in accord with the Virginia Uniform Statewide Building Code (COV 36-98.1). More specifically, the Division develops state policies and procedures on the procurement of construction services, procurement of professional services, and establishing state building design guidelines for economy, construction practices and quality standards. It also develops and promulgates policies, procedures, and accessibility standards through the Construction & Professional Services Manual and assures conformance to these guidelines and standards by reviewing documents and performing construction inspections. The Division provides technical assistance to state agencies for programming, design, and procurement, and maintains the Building Information Tracking System, Electronic Document Review, Virginia Construction Cost Database, and Electronic Document Management. This role manages the statewide capital outlay construction program through assistance to the Department of Planning & Budget (DPB) with Capital Budget Requests (Appropriations Act) funds distribution, Maintenance Reserve allocations, by supporting the Six-Year Capital Outlay Planning Advisory Committee (6PAC) in management of the capital outlay construction Pool Funding Process, and by providing cost estimating services to support the DPB, 6PAC, House Appropriations Committee and Senate Finance Committee in their capital outlay planning. This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after 6 months of satisfactory performance and the completion of a Telework Agreement.

Requirements

• Significant experience in construction management and administration, including experience in project budget controls and reporting.
• Knowledge and experience in various construction contracting methodologies, including Design-Bid-Build, Construction Management at Risk, Design-Build, and A/E contracts.
• Significant experience in drafting and reviewing construction contract language.
• Experience in preparing and analyzing detailed construction cost estimates.
• Experience in building code analysis and building site and utilities layout, including experience in building systems analysis and design and in proper procedures for preparation of plans and specifications for a variety of facility types, sizes and uses.
• Knowledge of the administrative aspects of the building design and construction process and the ability to understand and apply the administrative requirements of capital projects.
• Skill in working with professional level project management, finance, budgeting, and administrative staff in central government and at agencies.
• Skill in providing training to agencies, including the Department of Planning & Budget, on the procedures of electronic form processing.
• Ability to understand and administer the procedures and requirements of the Capital Outlay process as described in the Construction & Professional Services Manual.
• Ability to prioritize and schedule their assigned workload to meet both normal completion schedules and special deadlines established by their supervisor.
• Ability to review forms and documents for proper content, math errors, and completeness of information.
• Strong computer skills, including the ability to use word processing software to produce written documents and to use spreadsheet and database software to verify of accuracy of data, input data, and compile and print reports.
• Ability to communicate effectively orally and in writing.
• Valid Virginia driver’s license (or able to obtain VA license within 60 days of employment).
• Confirmation of eligibility to work will be required at time of hire.
• The selected candidate must also pass a fingerprint-based criminal background check and a DMV driving records check.

Nice To Haves

• ASPE Certified Professional Estimator (CPE) or similar certification.
• Certified Construction Manager (CCM) or similar certification.
• Experience in the Capital Outlay Construction procurement process.
• Experience with the Commonwealth of Virginia’s Construction & Professional Services Manual.

Responsibilities

• Set policies and provide guidance to agencies and institutions of higher education across the Commonwealth on project budgets, procurement, and contracting methodologies for a wide variety of project types and sizes.
• Review of project procurement documents and contractual language to ensure compliance with Commonwealth policies and best practices.
• Review of project delivery methodologies for determination of suitability for project characteristics.
• Coordinate key project controls through the processing of all Capital Outlay forms, from project inception to project completion, including QA review of forms and communications with agencies, DPB, and other DEB staff to ensure the completeness and accuracy of CO form data.
• Assure that proposed construction budgets for buildings on state owned property are reasonable and consistent with similar projects in the region and state.
• Assure that the proper interpretation and application of program, scope, and functional requirements has been implemented in the design.
• Prepare reports in support of the Capital Outlay Program.
• Play a critical role in the overall management of the Commonwealth’s capital programs through tracking, forecasting, and reporting regarding the overall status and potential future needs for capital funding.
