About The Position

Rancho Water is seeking an innovative and collaborative Capital Improvement Program (CIP) Manager to lead the planning and delivery of major water, wastewater, and recycled water projects that support the quality of life for more than 160,000 residents. This is a unique opportunity to guide transformative capital investments, lead a high-performing team, and make a lasting impact on the communities we serve. The District proudly serves a dynamic and growing region of 160,000 residents across 100,000 acres, including Temecula, Murrieta, and surrounding communities. The District is well resourced and uniquely positioned to leverage a diverse operating portfolio consisting of a thriving Groundwater Basin, Treated and Untreated Import Supply, as well as administering the Santa Rosa Regional Resource Authority regionally managing wastewater in partnership with other agencies. Major upcoming initiatives include maximizing the nearly 50,000AF of storage in Vail Lake in combination with the expansion of the Groundwater Basin to reduce reliance on treated imported water. The ideal candidate is inspired by the opportunity to lead the District's $300 million Capital Improvement Program through its entire lifecycle, featuring the District's first Progressive Design-Build and the Vail Dam Replacement Project. They know enough engineering to challenge assumptions, enough construction to understand what will actually work in the field, and possess the leadership ability to channel that knowledge through six professionals, empowering them to perform at their best. Requirements

  • Bachelor’s degree from an accredited college or university with major coursework in Civil or Mechanical Engineering (or other related field)
  • Seven (7) or more years of increasingly responsible engineering experience
  • Three (3) or more years of experience managing professional-level staff for a public utility or similar organization
  • Registration as a Professional Engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists
