About The Position

SFO’s Finance Division seeks a highly skilled and collaborative Capital Finance Director to oversee the Capital Finance section. The Capital Finance Director formulates financing plans to support the Airport’s $12.5 billion CIP and develops comprehensive Plans of Finance for the Airport. This position oversees the management of investor relations to ensure market access for Airport debt, oversees the Airport’s credit ratings, and administers the Airport’s grants management program — including federal grant funding strategies, compliance oversight, and coordination with Capital Planning to maximize grant-supported project financing. The best qualified candidates will have considerable municipal and airport capital financing experience, familiarity with FAA and other aviation grant programs, and exemplify SFO’s Core Values. The Capital Finance Director is responsible for highly complex and sensitive financial programs that support the City and County of San Francisco and the Airport’s financial viability.

Requirements

  • Possession of a Bachelor’s degree from an accredited college or university
  • Four (4) years of managerial experience in finance.
  • Qualifying experience must include at least two (2) years in a supervisory capacity and at least two (2) years in municipal finance.
  • Possession of a Master’s degree from an accredited college or university in Business Administration, Economics, Finance, Public Policy, Aviation, Transportation, or related field may be substituted for up to one (1) year of the required experience.

Responsibilities

  • Oversee the Airport’s $12.5 billion Capital Improvement Program (CIP), developing and maintaining a long-range bond program oversight, Plan of Finance that sequences debt issuance with project milestones and market conditions.
  • Structure new money, refunding transactions, manage relationships with bond counsel, underwriters, financial advisors, rating agencies, and oversee the preparation of official statements and other offering documents.
  • Manage the $600 million Commercial Paper (CP) Program including securing letters of credit support and program authorization; analyzing and managing project cash-flow requirements from Capital Planning; issuance of paper, deposit, recording and tracking proceeds; managing commercial paper dealers; tax compliance and reporting; and supporting the Airline Majority-in-Interest (MII) review process.
  • Oversee the Airport’s outstanding debt portfolio, including fixed rate bonds, variable rate demand bonds (VRDBs) and CP for interest rate exposure, covenant compliance, and refinancing opportunities, and as needed Airport Commission and Board of Supervisors approvals and authorizations.
  • Manage the Federal Aviation Administration’s Airport Improvement Program (AIP) Grant Program and other grant programs, including directing the preparation of grant applications and programming documents; coordinating external audits and reviews; and ensuring strong fiscal management in the areas of compliance, monitoring of sources and use of funds, and monitoring of legislative activities for their impact.
  • Manage the Passenger Facility Charge (PFC) program ensuring compliance with strict FAA regulations regarding utilization of funds and reporting procedures.
  • Perform other functions outlined in the 0941 Manager VI job classification.
