About The Position

Under general direction of the Procurement Services Director, the 1824 Principal Contracts Analyst will lead complex procurement modernization initiatives, conduct advanced process analysis, develop strategic recommendations, manage project deliverables, and oversee the work of 182x’s-level analysts supporting project implementation. This position will focus exclusively on modernization and process improvement activities and will not be responsible for routine procurement transaction processing.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university, AND Five (5) years’ full-time work, equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
  • Possession of a graduate degree (master’s degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
  • Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Responsibilities

  • Lead comprehensive reviews and assessments of existing procurement processes, procedures, and workflows.
  • Lead assigned modernization workstreams and ensure completion of project milestones and deliverables.
  • Conduct process mapping, workflow analysis, and stakeholder interviews to identify inefficiencies, gaps, redundancies, and opportunities for improvement.
  • Develop process improvement strategies, implementation plans, and Standard Operating Procedures (SOPs).
  • Create process maps, visual workflows, and support documentation using tools such as Miro, Word, and SharePoint.
  • Review existing procurement policies, procedures, templates, and guidance documents to establish a standardized framework.
  • Organize, migrate, and maintain procurement resources, templates, procedures, and training materials.
  • Establish document management standards to improve accessibility, version control, and knowledge sharing.
  • Develop a comprehensive procurement training curriculum for procurement analysts, contract managers, vendors, and specialty user groups.
  • Lead stakeholder engagement activities with SFO divisions, procurement customers, contract managers, and vendor communities.
  • Develop procurement communication materials, outreach resources, and informational content.
  • Perform other functions outlined in the 1824 Principal Administrative Analyst job classification.
