About The Position

The Legal Resource Center for Public Health Policy (LRC) at the University of Maryland Carey School of Law is seeking a Fellow or Staff Attorney for a full-time, non-tenure track position. The selected candidate will provide legal technical assistance on a wide range of cannabis law and policy issues to various stakeholders including state and local public health departments, executive agencies, legislators, law enforcement, government attorneys, community-based organizations, and judges. Responsibilities include offering brief telephone advice, preparing written responses, developing educational resources and policy papers, tracking legislation and regulations, creating model laws and policies, and conducting training sessions. The role involves in-state travel and potential out-of-state travel for conferences. Other related duties may be assigned. This is a grant-funded position with the possibility of renewal.

Requirements

• J.D. from an ABA Accredited school.
• A member in good standing of the bar of any U.S. state or territory (Staff Attorney) or took the bar exam in July 2026 (Fellow).
• Staff Attorney: One (1) year of experience researching, analyzing, and writing on issues related to public health law and policy with at least one (1) year as a licensed attorney.
• Familiarity with basic concepts of public health law, administrative law, and social equity frameworks.
• Excellent research, writing, oral communication, and presentation skills.
• Ability to work independently and to coordinate work with others.
• Experience working on multiple deliverables under tight deadlines.
• Competence in online presentation platforms, including Zoom, WebEx, Teams, and Google Meet.
• Experience with Microsoft Office products, including Outlook, Word, Excel, and PowerPoint required.
• Excellent coordination and organizational skills and meticulous attention to detail.
• Openness to critical feedback and sincere desire to learn and grow as a professional.

Nice To Haves

• Certificate or concentration in health law.
• Strong preference for Maryland Bar admission or applicant.
• Fellow: Experience researching, analyzing, and writing on issues related to public health law and policy, including work as a law student.
• Knowledge of Canva or similar graphics software.

Responsibilities

• Provide legal technical assistance to state and local public health departments and other executive agencies, legislators, law enforcement, government attorneys, community-based organizations, and judges and judicial staff in Maryland on a broad range of cannabis law and policy issues.
• Provide brief telephone advice.
• Prepare written responses to requests for assistance.
• Develop educational resources and policy papers on specific issues.
• Track and summarize state and federal cannabis legislation and regulations.
• Develop model laws and policies.
• Develop and conduct in-person and virtual training sessions.
• Undertake in-state travel and potential out-of-state domestic travel for conferences.
• Perform other reasonably related duties as assigned.
