About The Position

This role involves leading a team of four warfighter C2BMC Liaison Officers (LNOs) located at COCOMs and other locations. The position serves as the primary interface with MDA/DCCWW on warfighter-related issues, providing weekly reports and chairing update meetings. The lead will also act as the SME lead for interfaces with NORTHCOM, Cheyenne Mountain Space Force Station, and JFCC-IMD for C2BMC activities. Responsibilities include supporting warfighter requests for C2BMC capability, defining roles and requirements with NORTHCOM, supporting daily C2BMC NT operations, and assisting the OM&S Engineering Project Manager with program activities. The role also acts as a liaison between Regional and Global Operations, Sustainment, and Logistics to facilitate a unified C2BMC approach. Duties may require frequent travel.

Requirements

  • A Final Secret security clearance is required, with the ability to obtain a TS/SCI/SAP clearance.
  • Candidate understands MDA C2BMC operational capabilities, the Missile Defense System (MDS) and how integrated missile defense course of actions are developed.
  • Must have an understanding of the MDS architecture, how weapon engagement systems and sensors are integrated by C2BMC to provide actionable information to sensor managers and COCOM senior leadership.
  • Expertise in cost estimating and creating Basis of Estimates (BOEs).
  • Strong customer focus with a proven record of outstanding customer satisfaction.
  • Demonstrated experience in driving data informed change in support of improving affordability and quality.
  • Travel will be required between C2BMC Development sites and possibly to testing and operational sites (domestic & international).
  • Must be a US Citizen for consideration.

Nice To Haves

  • Candidate understands and has worked with Command and Control Systems in the operational arena.
  • Proven experience leading a team to achieve C2BMC National Team (NT) and government customer goals and milestones for program success.
  • Have name recognition and current experience interfacing with the C2BMC user and MDA customer.
  • Operational experience with Department of War (DoW) systems.
  • Experience and familiarity with the MDA customer.
  • Knowledge of emerging OM&S practices and experience in adopting and implementing key practices.
  • Ability to direct and oversee engineers supporting multiple projects in several technical disciplines in demographically separate locations.
  • Experience with sustainment and logistics activity to operate and sustain a globally deployed networked computer system.
  • Successful applicant must be a team builder and possess outstanding written, verbal, organizational and interpersonal skills.
  • Experience briefing at senior officer levels is highly desired and ability to explain C2BMC capability to execute missile defense mission.
  • A self-starting problem solver with the ability to work with minimal supervision is essential.

Responsibilities

  • Lead a team of four warfighter C2BMC Liaison Officers (LNOs) located at the COCOMs and other locations.
  • Lead the C2BMC subject matter experts (SME): Planner Support Cell, EUCOM/CENTCOM Training and Link 16 areas.
  • Serve as the primary interface with MDA/DCCWW on all warfighter related issues.
  • Provide weekly warfighter report highlighting potential issues/actions to inform MDA leadership.
  • Chair weekly update/status meeting with BCWW.
  • Keep the global C2BMC warfighter community aware of C2BMC issues through issuing C-Notes and meetings.
  • Act as the SME lead for/interface with NORTHCOM, Cheyenne Mountain Space Force Station and JFCC-IMD for all C2BMC activities.
  • Provide warfighter support to STRATCOM when directed by MDA/DCCWW as well as various users in the NORTHCOM AOR.
  • Assist in providing warfighter requests for C2BMC capability by coordinating approval process, submitting SMR, brief DCCWW on progress and work directly with warfighter to ensure capability is delivered.
  • Work with NORTHCOM to define roles, missions, ops concepts and C2BMC system requirements.
  • Support C2BMC NT daily operations to include weekly meetings and assisting NORTHCOM in developing operations crew training requirements.
  • Assist the OM&S Engineering Project Manager with duties as required including assisting with various program activities such as meeting attendance and Basis of Estimate writing and cost estimation.
  • Serve as the liaison between Regional and Global Operations, Sustainment and Logistics assisting where needed to facilitate the “One C2BMC” approach to operations, maintenance and sustainment.
