About The Position

This role involves conducting and documenting all assigned purchases, with administrative review for purchases exceeding delegated authority. The buyer will issue formal and competitive solicitations according to State and Federal requirements, and coordinate with departments to develop specifications and evaluation processes. Responsibilities include analyzing responses for compliance, negotiating service agreements and contracts, preparing original contract terms, and administering contracts for compliance. The buyer will also analyze supplier performance, conduct tests to ensure compliance, resolve vendor performance issues, and respond to inquiries from officials, vendors, and business representatives. Additionally, the role involves analyzing customer inquiries on placing requests and directing employees to use existing contracted suppliers. Related duties as required.

Requirements

  • Three years of experience as a professional buyer
  • Either an Associate of Arts Degree in purchasing management or a Bachelor's Degree; OR equivalent combination of work experience and college level training.
  • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Responsibilities

  • Conduct and document all assigned purchases regardless of dollar value with administrative review of purchases in excess of delegated authority.
  • Issue formal (advertised), and other competitive solicitation per State and Federal requirement.
  • Coordinate with departments to develop specifications and evaluation processes.
  • Analyze responses for compliance with bid specifications, especially products with complex features and/or multi–commodity contracts.
  • Negotiate service agreements and contracts as directed.
  • Prepare and develop original contract terms.
  • Administer contracts and agreements for compliance with terms and conditions.
  • Authorize contract amendments as required.
  • Analyze supplier performance history and quality of goods and services; conduct and/or direct tests and product sampling to ensure compliance with specifications.
  • Resolve vendor performance problems.
  • Provide information in response to questions from departmental/institutional officials, vendors, and business representatives.
  • Analyze customer inquiry on how to place or create requests.
  • Review requests from employees for placing orders with new suppliers.
  • Direct employees to use existing contracted suppliers.
  • Perform related duties as required.
