About The Position

PCSI is seeking an experienced Buyer Lead (Engineering Tech V) to join their team. This position will report to the Procurement Supervisor and is based in San Diego, CA. PCSI is a non-profit organization dedicated to enhancing the lives of people with disabilities through employment, advocacy, and partnerships. Requirements

  • High School Diploma or GED.
  • 3-5 years related technical or practical experience required relating to procurement or material control.
  • Extensive knowledge of Microsoft Office applications and PC functions, procurement/inventory software.
  • General knowledge of Navy procurement operations is required.
  • Strong analytical and organizational skills.
  • Outstanding organizational and time-management skills.
  • Demonstrated ability to perform multiple assignments concurrently.
  • Demonstrated ability for long-term planning.
  • Must possess the ability to develop a positive working relationship with customers and employees.
  • Must possess good written and verbal communication skills.
  • Ability to pass criminal, financial, drug, and driving screening.
  • Ability to be insured as an authorized driver for the Company.
  • Possess a valid driver’s license and maintain good driving record.

Nice To Haves

  • Ability to work outside in inclement weather as needed and be exposed to various dirt, debris, and odors.
  • Ability to respond to after-hour emergency calls as determined by the Contracting Office Representative (COR).
  • If required, ability to obtain and maintain security clearance and base access to assigned site(s).

Responsibilities

  • Compile requests for materials, prepare and issue purchase orders, maintain accurate tracking of purchases and supplies, and respond to inquiries related to orders.
  • Prepare solicitations, evaluate bids from potential suppliers, and execute procurement actions in compliance with applicable regulations and internal procedures.
  • Conduct vendor outreach and negotiation to ensure best value and adherence to contract terms.
  • Interview potential suppliers by telephone or in person to assess capabilities, pricing, and product specifications; compile comparative analysis and supplier evaluation reports.
  • Expedite deliveries and proactively resolve delays or discrepancies in shipment and receipt of goods.
  • Maintain direct communication with internal requestors throughout the process to ensure clarity, completeness, and timeliness.
  • Resolve supplier inquiries and issues related to quality, timeliness, or invoice discrepancies.
  • Reconcile purchase orders with goods and services received; ensure timely communication and documentation for missing or late invoices.
  • Support the Procurement Supervisor by taking the lead on assigned procurement initiatives, including coordination of high-volume or high-priority purchases.
  • Assist in training and mentoring junior buyers, providing day-to-day guidance on procurement procedures, system use, and professional development.
  • Identify gaps in procurement processes and recommend process improvements or efficiencies.
  • Act as a point of contact for escalated vendor issues or complex orders.
  • Contribute to reporting and data accuracy for procurement metrics and compliance tracking.
  • Serve as a liaison between procurement and other departments to ensure cross-functional alignment and timely fulfillment of operational needs.
  • Participate in internal audits or reviews of procurement files to ensure compliance and readiness.
  • Represent the procurement team in meetings as designated by the Procurement Supervisor.
  • Perform other duties as assigned.
