Requirements

  • Thorough knowledge of modern procurement policies, procedures, and practices.
  • Thorough knowledge of sources of supplies and services, prices, and market conditions and trends.
  • Thorough knowledge of the needs of vendors and contractors for information as a basis for providing pertinent, informed, and meaningful bids and proposals.
  • Considerable ability in evaluating and developing improvements in procurement practices and procedures and administrative arrangements and staffing for their conduct.
  • Considerable ability in written and oral expression.
  • Ability to establish and maintain effective work relations with colleagues, vendors, suppliers, and served agencies.
  • Graduation from an accredited four-year college or university with major course work in business administration, finance, or a related field.
  • Thorough technical experience in large-scale procurement of diverse architectural, engineering, and construction services.

Responsibilities

  • Supervising and coordinating commodity group teams.
  • Conducting research as a preliminary to and basis for negotiations of contracts.
  • Analyzing and developing improvements in bid invitations, specifications, and other features of procurement practice.
  • Evaluating existing practices and procedures and identifying and exploiting opportunities for improvements therein.
  • Analyzing distribution of work among commodity teams in the interest of achieving improvements in workload balance and maximizing the use of available resources.
  • Evaluating the quality of reference and technical materials available for use by buyers in identifying and evaluating sources and product.
  • Developing detailed plans for improvements in these areas.
  • Conducting research into sources of supplies and services.
  • Developing criteria for use in making preliminary selections from among possible bidders.
  • Planning and developing resource files for use in identification and pre-qualification of bidders.
  • Analyzing form and content of bid invitations and specifications for supplies, equipment, and services so as to improve the quality and responsiveness of bids and proposals.
  • Performing related work as required.
  • Adhering to SOX control responsibilities where applicable.
