About The Position

The Buyer II assists the Purchasing Manager in coordinating activities related to procuring goods and services, along with administrative tasks for the Purchasing Department. This role involves preparing bid specifications and related documents for formal solicitations as required by State and City Government Code, staying updated on procurement legislation, and examining bid tabulations to make award recommendations. The position also includes preparing agenda packets for Council meetings, processing goods and services contracts, and receiving requisitions from user departments. Responsibilities also include selecting sources, requesting and evaluating quotes, investigating complaints, researching supply sources, conferring with suppliers, and participating in meetings with internal clients to review specifications and ensure compliance. The Buyer II will conduct research on new products, formulate specifications, and make recommendations. Additionally, the role involves conducting pre-bid conferences, providing technical assistance, assisting with City Auctions, and performing other assigned duties while maintaining required licenses and qualifications and adhering to attendance policies.

Requirements

  • Associates degree or higher in business or related area.
  • Minimum of 2-3 years of work experience in public sector purchasing or related field, or a combination of education and experience.
  • Valid Texas driver's license.
  • Must have and maintain, without interruption, all required licenses, certifications, clearances, and job-related qualifications.
  • Works assigned schedule and complies with the City's timekeeping and attendance policies.

  • Certification as CPPO, CPPB, or CPM.

Responsibilities

  • Assist Purchasing Manager in coordinating activities involved with procuring goods and services.
  • Prepare bid specifications and related documents for formal solicitations.
  • Stay abreast of state and federal legislation that impacts procurement laws.
  • Examine bid tabulations and make recommendations as to awarding of bid.
  • Prepare agenda packets for Council meetings to award contracts, make one-time purchases, etc.
  • Process goods and services contracts, including verifying insurance requirements, bonds, etc.
  • Receive requisitions from user departments and review them for completeness and necessary information.
  • Select sources, request and evaluate quotes, and make supplier selections when necessary.
  • Investigate complaints, research sources of supply, confer with suppliers to obtain product or service information, and ensure requirements are met.
  • Participate in joint meetings with internal client departments to review specifications, answer procedural questions, and interpret specifications.
  • Conduct research of new products, compile information, and formulate new and revised specifications.
  • Make recommendations to departments and Purchasing Manager regarding specifications.
  • Conduct pre-bid conferences when necessary.
  • Provide technical assistance to user departments, suppliers, and others.
  • Assist with preparations for City Auctions.
  • Maintain all required licenses, certifications, clearances, and job-related qualifications.
  • Works assigned schedule and complies with the City's timekeeping and attendance policies.
  • Performs other duties as assigned.
