About The Position

The Business Transformation Director provides strategic leadership for the One Washington Program’s functional transformation work, ensuring the Workday enterprise resource planning (ERP) solution and future-state business processes align with Washington State’s enterprise business, operational, policy, and workforce needs. The position leads the integration of business requirements, functional design, and agency and stakeholder input into effective transformation strategies and works closely with program leadership and the Agency Readiness Director to align functional transformation with agency readiness and implementation priorities. The role provides leadership across finance, budget, procurement, human capital management, payroll, and other enterprise functions to support consistent, effective, and sustainable future-state processes. This position leads the resolution of complex, enterprise-level business transformation issues involving competing requirements, agency impacts, policy and legal considerations, operational needs, implementation constraints, and technology capabilities. The Business Transformation Director brings diverse perspectives together to evaluate options, resolve competing priorities, guide decisions, and determine when issues require additional analysis, escalation, or executive direction. Success in this role requires strong strategic leadership, collaboration, communication, and decision-making skills, along with the ability to navigate complex environments and build alignment around enterprise solutions that support successful implementation and long-term program outcomes. One Washington (OneWA), led by the Office of Financial Management, is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based Workday solution for finance, procurement, budget, HR, and payroll processes. OneWA is a long-term, yet extremely fast-paced project anticipated to fully implement all phases by 2030. The project’s core business hours are Monday through Friday, and all project positions are full-time. We offer some flexibility in schedules oriented around core business hours with prior supervisory approval. However, it is very common to work beyond the typical 40-hour workweek to meet the rigorous operational needs and business deliverables required for the go-live timelines.

Requirements

• Directing complex, multi-phase business and functional transformation initiatives involving multiple business functions, organizational business partners, competing requirements, significant operational impacts, and interdependencies across workstreams.
• Working with enterprise business owners and senior leaders to identify and reconcile business, operational, policy, and strategic requirements and translate those requirements into actionable transformation strategies and decisions.
• Leading business and functional process transformation and future-state design, including evaluating opportunities to standardize, simplify, modernize, and improve business processes while balancing enterprise needs, policy requirements, operational considerations, and implementation constraints across multiple enterprise domains, such as finance, budget, procurement, human capital management, payroll, and or other complex administrative/operational functions.
• Overseeing or directing functional solution design and implementation activities in collaboration with systems integrators, software vendors, technical teams, business subject matter experts, and other implementation partners.
• Leading teams of professional staff and subject matter experts, including setting direction and priorities, assigning and reviewing work, developing employees, managing performance, allocating resources, and building team capability.
• Leading complex stakeholder engagement and decision-making processes involving executive leaders, enterprise business owners, agencies, implementation partners, oversight organizations, and other groups with differing requirements or perspectives.
• Organizational and business process transformation principles and practices, including current-state and future-state analysis, process standardization, process improvement, requirements development, design governance, and transition planning.
• Program governance, implementation planning, risk management, transition management, and benefits realization practices used in complex, multi-phase transformation programs.
• Change impacts and organizational readiness considerations associated with business process and technology transformation, including how functional decisions may affect agencies, employees, operations, and adoption.
• Advising and influencing executive leaders, enterprise business owners, program leaders, agencies, and implementation partners on complex transformation issues and recommendations.
• Assessing and resolving complex functional issues and barriers, including identifying root causes, evaluating alternatives, and developing actionable recommendations.
• Communicating complex business and technology concepts clearly to varied audiences, including executive leadership, business owners, technical professionals, agency representatives, oversight bodies, and other business partners.
• Using data, analysis, stakeholder input, and professional judgment to evaluate progress, identify emerging issues, and adjust transformation strategies and priorities.

Nice To Haves

• Leading or directing Workday implementation or transformation initiatives, particularly within a large public sector or multi-agency environment.
• Leading enterprise transformation within Washington State government or another complex public-sector organization, including navigating centralized governance, enterprise business ownership, agency operations, and public-sector accountability requirements.
• Establishing or improving enterprise design governance, business decision frameworks, or functional governance structures for large-scale transformation initiatives.
• Managing relationships and delivery expectations with systems integrators, software vendors, consulting organizations, or other large implementation partners.
• Bachelor’s degree or higher in business administration, finance, accounting or related field is a plus.

Responsibilities

• Provide strategic leadership for the One Washington Program’s Functional Transformation workstream, establishing priorities, direction, and approaches that ensure the Workday ERP solution and associated business processes support state enterprise business, operational, policy, and workforce needs.
• Lead the development and execution of functional transformation strategies and plans, integrating enterprise business requirements, policy considerations, process transformation opportunities, stakeholder needs, and implementation priorities into actionable strategies that support One Washington program outcomes.
• Establish and oversee functional decision-making and governance processes that ensure business requirements, enterprise impacts, agency needs, and business partner perspectives are appropriately considered in the design and implementation of the Workday solution.
• Provide strategic direction on business process transformation and functional design, identifying opportunities to standardize, simplify, modernize, and improve business processes while balancing enterprise objectives, operational requirements, policy considerations, and implementation constraints.
• Lead relationships with the state’s enterprise business owners for finance, budget, procurement, Human Capital Management, and other assigned business functions, ensuring requirements, priorities, policy considerations, and business outcomes are understood and appropriately represented throughout the program lifecycle.
• Ensure agency and participant perspectives are incorporated into functional transformation activities, establishing effective mechanisms to gather, analyze, validate, and communicate feedback and ensuring that significant impacts and competing interests are addressed through appropriate decision-making processes.
• Work closely with the Agency Readiness Director and Program Solutions Officer to align functional transformation decisions and implementation strategies with agency readiness, impacts, adoption considerations, and broader program solutions.
• Provide functional leadership throughout the design, configuration, testing, and implementation of the Workday solution, ensuring that functional decisions and deliverables align with approved business requirements, enterprise objectives, and future-state business processes.
• Lead collaboration with the System Integrator, Workday, and other implementation partners to evaluate proposed solutions, leverage applicable leading practices, resolve functional issues, and ensure effective knowledge transfer between implementation partners and state staff.
• Direct the functional review and evaluation of deliverables, ensuring deliverables meet established business, functional, policy, and program requirements and that issues or deficiencies are appropriately resolved or escalated.
• Identify and resolve barriers to functional transformation and implementation, including competing priorities, resource constraints, unresolved decisions, dependencies, and other risks; adjust priorities and resources or escalate issues as appropriate to maintain progress toward program objectives.
• Provide leadership, supervision, and direction to the Functional Transformation workstream team members, establishing expectations, priorities, and accountability for successful delivery of functional transformation activities.
• Build and sustain a high-performing functional team by providing coaching, feedback, professional development, and resources; fostering collaboration, knowledge sharing, accountability, and effective coordination across functional areas.
• Ensure the Functional Transformation team has the information, tools, resources, and organizational support necessary to effectively execute its responsibilities and contribute to program outcomes.
• Serve as a member of the One Washington program leadership structure, providing the functional transformation perspective in program strategy, governance, planning, risk management, and decision making, and partnering with other program leaders to advance integrated program outcomes.
• Represent the Functional Transformation workstream with program governance bodies, oversight organizations, advisory groups, and other internal and external business partners, as assigned, ensuring accurate and timely communication of functional considerations, decisions, risks, and recommendations.
• Coordinate with external oversight and quality assurance partners to respond to recommendations, facilitate appropriate reviews, and ensure applicable business and functional considerations are addressed.
• Maintain effective working relationships with program leadership, enterprise business owners, agencies, partners, and oversight organizations to promote alignment, transparency, and successful delivery of the One Washington program.
• Lead or oversee functional compliance activities related to applicable state policies and requirements, including coordinating business-owner and participant input, developing consolidated responses and recommendations, and ensuring required actions are incorporated into program planning and implementation.
• Establish and monitor functional transformation performance measures, milestones, risks, and outcomes, using data and program information to assess progress, identify emerging issues, and recommend adjustments to program leadership.
• Drive continuous improvement of functional transformation practices, decision-making processes, and collaboration models based on lessons learned, participant feedback, implementation experience, and evolving program needs.
