About The Position

The Information Technology Department is currently recruiting for a Business Systems Programmer/Analyst on the Business Process Automation Team. This position will play an important role in enabling digital transformation and automation of most, if not all, of the City’s administrative processes, which are largely manual, and paper based. We are looking for a candidate who is excited to be part of the City’s Digital Workforce efforts.

Requirements

  • A Baccalaureate Degree from an accredited college or university in Business Administration, Public Administration, Computer Technology, or a closely related field.
  • Three (3) years of increasingly progressive experience in computer systems applications programming.
  • Knowledge of a variety of programming concepts, coding practices, and troubleshooting procedures is required, including system support, system maintenance and assisting with software implementation and upgrades.
  • 2+ more years of experience with gathering information system requirements, technical analysis, and end user training techniques.
  • 2+ years of experience in relational database concepts, data modeling and database programming, business process modeling, gap analysis, and converting concepts into effective design.
  • 2+ years of experience with troubleshooting application issues, maintaining application software and report writing.
  • 1+ years of experience in web programming languages based on .Net platform is desirable.
  • Working knowledge of Crystal Reports and/or SQL Reporting Services reports.

Responsibilities

  • Participating in product discovery, leading requirement gathering and/or meetings and managing stakeholder expectations, assisting process owners in documenting business requirements and functional product specifications.
  • Leading the efforts to develop training and/or user education materials and strategies.
  • Assisting in managing scope, issues, and customer expectations for assigned projects.
  • Designing and building workflow automations, including prototyping, unit testing, user acceptance testing, and deployment.
  • Developing and providing technical support for end-users and workflow designers on the City’s business process automation technologies.
  • Gaining an understanding of software applications used and supported by the City to manage and maintain them.
  • Liaising with software suppliers on the development of system enhancements to overcome known problems or further fulfill user requirements.
  • Assisting in the planning and implementation of in-house and vendor assisted software upgrades, conversions, release testing, and resolving production support problems to ensure system and data integrity.
  • Designing and maintaining database objects (tables, views, function, stored procedures and packages, etc.) to support application functionality.
  • Develop reports using SQL Server Reporting services.
  • Communicating effectively orally and in writing to technical and non-technical audience.
