About The Position

The Business Systems Analyst serves as a key liaison between business stakeholders and technical teams to ensure that systems effectively support business objectives and program requirements, with a specific focus on client processing and related processes. This role understands business objectives and problems, identifies alternative solutions, and performs studies and cost/benefit analyses to recommend optimal approaches. The role involves analyzing user requirements, operational procedures, and system issues to automate processing and/or improve existing computer systems. Requirements

  • 5 years – Experience with Medicaid Claims Processing.
  • 5 years – Experience understanding business objectives and problems and identifying alternative solutions.
  • 5 years – Experience reviewing, analyzing, and evaluating user requirements, operational procedures, and problems to automate processing and/or improve existing computer systems.
  • 5 years – Experience writing detailed descriptions of user needs, program functions, and steps required to develop and/or modify computer programs.
  • 5 years – Experience conducting cost/benefit analysis of systems and alternative solutions.
  • 5 years – Experience analyzing and documenting input and output requirements, including forms of data input, how data is summarized, and report formats.
  • 5 years – Experience with Azure DevOps, including creation and management of work items and generation of wireframes.
  • 5 years – Demonstrated high level of sound logic and analytical ability to solve complex problems.
  • 5 years – Highly developed oral and written communication skills, with the ability to communicate effectively with technical and non‑technical audiences.
  • 5 years – High level of interpersonal skills to work effectively with others, motivate team members, and elicit required work output.
  • 5 years – Knowledge and understanding of Information Technology industry trends, directions, and market experience, and ability to relate them to the organization.
  • 5 years – Knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, and organizational structure.
  • 5 years – Knowledge of emerging technologies (both new to the organization’s systems and new to the information systems industry).
  • 5 years – Knowledge of tools, techniques, and good practices for protecting the integrity of corporate data and associated processing, including company technology practices, standards, and procedures.
  • 5 years – Knowledge of solution delivery utilizing Agile or Scrum methodology, including participation in sprints, backlog refinement, and iterative delivery.

Responsibilities

  • Assist in the development of project documentation based on requirements and standards.
  • Assist in the development and refinement of application online help and user-facing documentation.
  • Conduct requirements gathering sessions with non-technical SMEs to understand business process needs and program requirements.
  • Analyze user requirements, procedures, and problems to determine opportunities for automation or improvements to existing systems.
  • Create and maintain use cases, process flow charts, acceptance criteria, and other documentation needed to support system enhancements.
  • Analyze new and existing business processes to determine how modifications and changes will impact system behavior and performance.
  • Serve as a technical expert responsible for working with both non-technical and technical stakeholders to ensure clear and effective communication throughout the SDLC.
  • Ensure that system design, documentation, and implementation comply with the Client standards, guidelines, and best practices.
  • Review system specifications and scheduling limitations to determine if requested programs or program changes are feasible within the existing environment.
  • Perform necessary testing of assigned programs and system changes, including functional, integration, and user acceptance support.
  • Facilitate information sharing to ensure knowledge transfer and reduce or eliminate single points of failure for the information system.
  • Conduct one-on-one discussions and group sessions to review system documentation and clarify requirements and system behaviors.
  • Prepare and maintain documentation illustrating system architecture, workflows, dependencies, and other key components for project deliverables.
  • Update immediate supervisor, other management team members, and system stakeholders regarding recommended implementation strategies and solution options.
  • Provide regular status reports on enhancement activities, testing progress, and resolution of issues impacting the system.
  • Notify immediate manager and technical lead of critical issues that may affect the system’s ability to deliver services as designed.
  • Attend regular status meetings to update team members (developers, business analysts, database administrators, project managers, and others) on the progress of assigned work.
  • Regularly update assignments through the use of a ticketing or work‑tracking system to facilitate information sharing and transparency among project team members.
  • Provide information to both non-technical and technical staff via email, telephone, documentation, and formal presentations on topics such as system functionality, data collection processes, and other technical issues.
  • Communicate with internal business groups as well as external entities, including other governmental organizations and contract service providers.
  • Generate and maintain test data, write test scripts and execution sequences, and thoroughly examine test results.
  • Debug and assist in resolving detected issues, working collaboratively with developers and other technical staff.
  • Use current software development methods/techniques and established development standards (including testing standards) to ensure the quality, reliability, and maintainability of applications.
