About The Position

The Superior Court of California, County of San Francisco, is seeking qualified individuals for the Business Systems & AI Product Analyst position to support the modernization of Court operations and the delivery of scalable, user-centered digital services that improve public access to justice. This position serves as a bridge between Court operations, legal subject matter experts, technology teams, vendors, and external justice partners. It also supports the responsible integration of artificial intelligence, conversational interfaces, workflow automation, and other emerging technologies into public-facing Court services. The role involves analyzing complex Court business processes, identifying service and technology needs, translating operational and legal requirements into implementable product specifications, supporting digital products throughout their lifecycle, defining AI use cases, establishing safeguards, validating criteria, coordinating legal and operational review, and ensuring technology-enabled services remain accurate, transparent, accessible, secure, and accountable.

Requirements

  • Two years of responsible work experience in systems analysis and business application development.
  • Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying.
  • Knowledge of Court operations, justice-sector processes, legal service delivery, or comparable regulated public-service environments.
  • Knowledge of Business systems analysis principles, methods, and documentation practices.
  • Knowledge of Requirements elicitation, workflow analysis, process modeling, business rules analysis, and functional specification development.
  • Knowledge of Digital product management practices, including product discovery, roadmap planning, backlog management, prioritization, iterative development, testing, release planning, and continuous improvement.
  • Knowledge of User-centered service design and development of accessible public-facing digital services.
  • Knowledge of System development lifecycle methodologies, including Agile, Scrum, iterative, and hybrid delivery approaches.
  • Knowledge of End-to-end application architecture, including frontend applications, backend services, databases, APIs, integrations, identity services, and cloud environments.

  • Evaluate whether proposed technology and AI solutions are appropriate, feasible, supportable, and aligned with Court responsibilities.
  • Identify product risks, implementation gaps, conflicting requirements, and unintended user impacts.
  • Use qualitative and quantitative information to evaluate service effectiveness and recommend improvements.
  • Prepare clear reports, presentations, recommendations, briefing materials, and executive-level communications.
  • Manage multiple priorities, deliverables, stakeholders, and timelines in a complex public-sector environment.
  • Exercise sound judgment, discretion, neutrality, and sensitivity when managing confidential, legal, operational, and public-user information.

Responsibilities

  • Analyze Court business functions, operational workflows, policies, user journeys, and public-facing services.
  • Translate business, legal, operational, and user needs into scalable digital workflows and technology-enabled service solutions.
  • Lead or support product discovery activities, including stakeholder interviews, process observation, research, workflow analysis, and service-needs assessment.
  • Document current-state and future-state processes, business rules, decision points, dependencies, exceptions, and system interactions.
  • Develop and maintain product requirement documents, functional requirements, user stories, acceptance criteria, workflow diagrams, process maps, decision trees, data requirements, and technical specifications.
  • Translate complex legal and procedural requirements into clear system behavior and understandable user experiences.
  • Support the full product lifecycle for public-facing Court applications, from discovery and planning through design, development, testing, deployment, operational transition, maintenance, and continuous improvement.
  • Develop product roadmaps, feature priorities, implement plans, and release sequencing aligned with Court strategy, grant commitments, operational needs, technical capacity, and leadership direction.
  • Manage and refine product backlogs in collaboration with Court stakeholders, technical teams, and external vendors.
  • Coordinate cross-functional delivery among judicial officers, legal staff, program administrators, engineering teams, designers, data professionals, vendors, and justice-sector partners.
  • Review solution designs and prototypes to confirm alignment with documented requirements, service objectives, accessibility standards, and Court policies.
  • Support wireframing, rapid prototyping, user-flow design, form design, and visual representation of proposed digital services.
  • Coordinate system testing, user acceptance testing, legal validation, usability review, defect resolution, deployment readiness, and post-implementation evaluation.
  • Develop test scenarios and validation criteria for complex workflows, conditional logic, guided user journeys, and public-facing information services.
  • Interpret service data, usage patterns, user feedback, operational outcomes, and system performance to recommend product and process improvements.
  • Pilot digital service models and develop reusable frameworks that can be extended across multiple case types, programs, and Court divisions.
  • Prepare implementation documentation, operating procedures, training materials, user guidance, support documentation, and knowledge-transfer materials.
  • Assist with change management, stakeholder communication, user adoption, and transition of new systems into ongoing operations.
  • Use SQL to validate business requirements, analyze data, and support system testing and troubleshooting.
  • Support data mapping, data validation, and reporting requirements for Court applications and digital services.
  • Identify and evaluate appropriate opportunities to use artificial intelligence, conversational AI, intelligent search, document assistance, and workflow automation within Court services.
  • Translate proposed AI use cases into defined product requirements, user journeys, controls, validation standards, and measurable service outcomes.
  • Assist with the design of AI-enabled features that improve access to procedural information, guided navigation, service accessibility, and operational efficiency.
  • Establish and document response guardrails, approved information sources, escalation rules, user notices, human-review requirements, and prohibited uses.
  • Develop test cases to evaluate legal accuracy, procedural consistency, relevance, accessibility, bias, reliability, privacy, and appropriate system behavior.
  • Coordinate validation of AI-generated content with legal subject matter experts, Court operations staff, technical teams, and external partners.
  • Support evaluation of AI tools, vendors, prototypes, and implementation approaches within a regulated public-service environment.
  • Monitor user feedback, response quality, system limitations, and operational risks associated with AI-enabled services.
  • Help ensure that AI-assisted services support, rather than replace, appropriate legal review, human judgment, and established Court procedures.
  • Maintain documentation supporting transparency, accountability, auditability, and responsible use of AI-enabled capabilities.
