About The Position

The Department of Taxation is seeking a skilled Business Process Analyst to create technical documents such as standard operating procedures, business process flows, instruction manuals, how-to guides, journal articles, test cases, and other supporting documents. The goal is to effectively communicate complex and technical information in a "plain-language" style. The successful candidate will also act as a lead for Subject Matter Experts in a specific area and collaborate with other Business Analysts on specific tasks. This role is crucial in preparation for and conjunction with the Department’s modernization efforts for the Unified Tax System, an ongoing multi-year initiative. The analyst will ensure all documentation aligns with the Department’s standards and accurately reflects current Taxation team processes and the transition to new modernized processes. Key attributes for this role include enthusiasm, strong leadership, excellent communication, proficiency in reading and writing, and the ability to utilize tools for documentation and tracking. This modernization project is expected to conclude in 2026 and is anticipated to be funded for its duration. The position reports to the Function Lead and will receive tasks from the Enterprise Project Management Team.

Requirements

Responsibilities

  • Apply knowledge of Taxation’s program areas to help define and implement a solution to a given problem that requires an individually tailored response for end-user requirements under the guidance of the Business/Functional Lead, Technical Lead, and Project Managers.
  • Serve as a lead for the transition to MYNT.
  • Responsible for technical writing and review of processes for multiple business lines within the Department.
  • Manage content for the Project SharePoint site.
  • Provide guidance to other contract staff.
  • Document processes for both business and technical aspects within the department.
  • Help write test cases for the team and work with the Quality Analyst in support of the Test Plan.
  • Evaluate documentation created for a UTS Modernization project and other Department projects, and rebrand relevant documentation for Project MYNT using a team branding template.
  • Understand the Functional and Technical Requirements for the project.
  • Understand the AS-IS business platform and the processes that support the systems within the Department of Taxation.
  • Understand the TO-BE business platform and assist with the development of new processes.
  • Document the transition from the AS-IS processes to the TO-BE processes in "plain-language."
  • Support preparations for modernization and each phase of implementation.
  • Organize and attend various Department meetings.
  • Review and prepare content for internal publication and distribution.
  • Prepare the Requirements Traceability Matrix (RTM) with other BPA staff.
  • Write test cases that map back to the RTM.
  • Conduct discovery meetings with Departmental staff.
  • Assist MYNT Team members and business units to document processes and procedures.
  • Help manage the Standard Operating Procedures for MYNT of Taxation’s processes.
  • Content management and posting for the Team’s SharePoint site.
