About The Position

The Business Performance Consultant supports corporate and departmental initiatives related to business process improvement, performance measurement, project management, and training development. This role leads and supports projects, conducts research and analysis, and provides recommendations to enhance programs, services, and operational outcomes.

Requirements

  • Knowledge of and the ability to interpret and adapt concepts and principles of project management, change management, business analysis (e.g., Business Analysis Body of Knowledge (BABOK) theory and International Institute of Business Analysis (IIBA) knowledge), and knowledge of problem-solving techniques in order to determine options and assess and recommend the best course of action
  • Knowledge of specific issues, trends and challenges within the context of the broader Department and understanding of broader City operations
  • Requires specialized knowledge of strategic and business planning concepts and techniques, and the ability to apply them in a practical manner, the knowledge of project management methodology, research and analytical skills and strong report writing ability
  • Knowledge of endpoint management practices, including device configuration, security, and support, along with hardware lifecycle management (procurement, deployment, maintenance, and decommissioning), and proficiency with Microsoft tools such as Intune, Entra ID (Azure AD), Microsoft 365, and related administrative platforms.
  • Communication skills are used to present to, lead and/or facilitate groups of stakeholders
  • Communication skills are required to resolve conflict, build common ground and consensus
  • Change management skills include recognition and resolution of resistance to change
  • Facilitates discussions on service and department wide issues and will typically occur in situations where there are competing priorities, agendas, or interests
  • Work with external stakeholder groups on corporate programs and initiatives
  • A high level of emotional intelligence is used for coaching and facilitation in a variety of contexts
  • In addition to the identification and definition of problems, there is a requirement to determine cause in order to develop a solution

Structure for the job is provided by policy, procedure, and direction from senior staff. Interpretation is required to assess situations within that structure

  • No formal supervisory responsibility; includes project coordination and oversight of deliverables
  • No unusual physical demands; requires sustained concentration and active listening
  • Work is primarily conducted in City facilities
  • Must have a valid driver’s license.
  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Proof of education is required.

Responsibilities

  • Oversee the end‑to‑end lifecycle of AV products and initiatives, including strategic lifecycle planning, hardware and software rollouts and support, budget ownership, asset refresh and replacement planning, and standardized pricing across the organization.
  • Act as a technical resource on projects relating to the end user computing environment. Use project management principles and processes to plan, deliver and provide status on work, and ensures adherence to Agile project management methodology. May also be expected to lead or assist on various end user computing environment projects including completion and coordination of project related tasks.
  • Implement corporate initiatives at the department level and facilitate requirements gathering
  • Assess business processes, identify gaps, and recommend improvements
  • Conduct needs analysis, process mapping, and develop documentation and standardized processes
  • Coordinate and facilitate meetings; provide consultation and advise stakeholders on implementation strategies
  • Monitor and report on performance metrics; prepare presentations for leadership and stakeholders
  • Research best practices and develop tools, templates, reports, business cases, and RFPs
  • Develop and deliver training using adult learning principles; identify skill gaps and recommend solutions
