About The Position

The North Carolina Department of Natural and Cultural Resources (DNCR) manages over 100 locations across the state, including 27 historic sites, seven history museums, two art museums, five science museums, four aquariums, 35 state parks, four recreation areas, dozens of state trails and natural areas, the North Carolina Zoo, the State Library, the State Archives, the N.C. Arts Council, the African American Heritage Commission, the American Indian Heritage Commission, the State Historic Preservation Office, the Office of State Archaeology, the Highway Historical Markers program, the N.C. Land and Water Fund, and the Natural Heritage Program. The position reports directly to the Business Officer II and in their absence, the Executive Director, and is involved in a supporting function for management’s strategic planning of external\internal initiatives. The Business Officer I position is responsible for administering and managing staff in the daily business and financial activities that ensure integrity of financial data, and results in accurate financial reports and records used by management, departments, the commission’s board, and internal and external parties, culminating in the preparation of accurate financial statements. The position also serves as a key liaison for external audits and internal policy implementation.

Requirements

  • Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution AND two years of progressive related experience, one year of which should be in a supervisory role, OR an equivalent combination of education and experience.
  • Must be able to work Monday - Friday 8AM - 5PM.
  • Must be able to traverse steep stairs and ramp enroute to assigned workspace.

Nice To Haves

  • Considerable knowledge of financial reporting, software applications, and/or PCI compliance issues.
  • Demonstrated experience working independently with minimal supervision while managing multiple priorities with competing deadlines.
  • Working knowledge of state and federal guidelines, personnel, payroll, and budgeting; considerable knowledge of governmental or fund accounting methods and concepts; ability to analyze financial transactions for problems

Responsibilities

  • Lead and approve daily accounting operations, ensuring accurate general ledger activity and proper revenue and expense recognition. Enforce compliance with government accounting standards and maintain processes aligned with NC Office of State Controller requirements.
  • Direct and develop accounting staff, resolving transaction issues and strengthening day-to-day financial operations. Partner with department leaders to align purchasing, budgeting, and financial processes while delivering targeted training.
  • Manage financial systems and integrations across accounting, POS, and reservation platforms to ensure accurate, real-time data. Oversee reconciliations, system updates, and access controls while troubleshooting issues and improving functionality.
  • Strengthen internal controls and reporting by monitoring financial processes, identifying risks, and implementing corrective actions. Lead year-end closeout, audit preparation, and required reporting, including ACFR support and payroll filings.
  • Oversee grants, capital projects, and restricted funds, ensuring accurate tracking, reporting, and compliance. Prepare reimbursements and coordinate fund transfers to maintain transparency and accountability.
  • Supervise inventory management, including year-end counts, reconciliations, and valuation adjustments. Ensure accurate reporting within POS systems and maintain clean, audit-ready records.
  • Oversee payroll, banking, and cash flow operations, including timekeeping approvals, fund transfers, and vendor payments. Deliver financial reporting, variance analysis, and budget support to leadership to guide decision-making.
