About The Position

St. Johns County Board of County Commissioners is seeking a Business Manager for our well-established Public Works Department located in beautiful St. Augustine, Florida. The St. Johns County Public Works Department includes Engineering, Traffic, Fleet, Road and Bridge, and Solid Waste. Employees work in a team-oriented environment in a variety of divisions with the goal of providing the best services to our citizens in North Florida. The newly selected Business Manager is responsible for managing all purchasing and budgeting activities for the Department. A strong background and experience with procurement, invoicing for multi-million dollar capital projects, tracking utilization of funds during the construction process, and accounts payable. The ideal Business Manager must possess St. Johns County’s core values of compassion, innovation, and trustworthiness, and must work well in a collaborative team environment.

Requirements

  • Bachelor’s Degree from an accredited university or college in Public Administration, Business, Finance, Accounting, Economics, or a closely related field. An equivalent combination of education, related training and/or relevant work experience may be considered in lieu of a degree.
  • Minimum three (3) years progressively responsible experience performing administrative and fiscally related duties related to purchasing, budgeting, contract compliance and human resource matters.
  • Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
  • Must possess good interpersonal and communication skills to serve others.
  • Must be able to comprehend, speak and write the English language.
  • Must be able to operate a computer.

Nice To Haves

  • One (1) year of supervisory experience preferred.

Responsibilities

  • Develops and manages financial, budgetary and administrative operational functions ensuring compliance to State, County and local municipality requirements.
  • Oversees the monitoring and reporting of various departmental expenditures and/or revenues.
  • Provides professional, financial, and technical guidance to County directors and managers in the areas of budget, finance, operational analysis, and financial management/administrative procedures.
  • Researches, develops and implements financial management procedures.
  • Develops various ad hoc reports, narratives, analyses, and audits.
  • Hires, trains, supervises, and evaluates assigned staff.
  • Provides employee development planning and oversight to ensure assigned goals and objectives are met.
  • Directs the execution and monitors departmental budgets.
  • Provides oversight to the timely and accurate analysis of budgets and financial reports.
  • Coordinates with the County Budget Office to communicate budget status and issues, ensures compliance with purchasing requirements and deadlines, amends existing budgets, and facilitates annual budget preparation and year-end budget activities.
  • Assists and collaborates with members of the purchasing and procurement departments regarding contract preparation, execution, and monitoring of Department agreements.
  • Works to ensure continued departmental compliance with contractual terms, conditions and provisions.
  • Serves as the primary departmental contact to the Human Resources Department regarding human resource related matters such as recruitment, terminations, performance management, benefits, and employee compensation/classification.
  • Depending on departmental assignment, may direct specialized activities related to grants programs such as budget development and documentation.
  • Interacts with various boards, committees and other meeting groups for the purpose of relaying financial information.
  • Maintains a full-tie presence on the job.
  • Performs other duties as assigned.
