About The Position

Business Oregon, the state’s economic development agency, is currently hiring a Business Incentives Coordinator (Operations and Policy Analyst 4). If you enjoy analyzing complex issues, developing program improvements, and collaborating with stakeholders to support economic development initiatives, this may be the role for you. We are looking for someone who can combine analytical thinking, policy expertise, and stakeholder collaboration to strengthen and improve business incentive programs statewide. This is a hybrid position that may have the ability to work from home, with the expectation of an occasional in-office presence as needed to support business operations.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years’ professional-level evaluative, analytical and planning work.
  • Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

  • Experience administering or coordinating tax incentives, economic development, or business incentive programs or projects.
  • Experience researching, interpreting, and applying laws, administrative rules, policies, or tax-related program requirements.
  • Experience gathering, tracking, analyzing, and reporting complex data or program information for leadership, stakeholders, or external partners.
  • Experience developing reports, performance measures, or analytical products to support program evaluation, policy analysis, or operational decision-making.
  • Experience supporting legislative or policy-related work, including bill analysis, policy review, stakeholder coordination, testimony preparation, or legislative tracking.

Responsibilities

  • Manage Tax Incentive Programs – Develop and coordinate program procedures, resources, forms, and administrative rules related to state tax incentive programs. Provide guidance to state and local partners on program requirements, procedures, and related issues.
  • Zone Designations and Boundary Changes – Coordinate designation and boundary change processes with local governments, including communication, procedural guidance, legal requirements, evaluations, and recommendations.
  • Business Development Technical Assistance – Provide guidance to businesses, consultants, and local government officials on Oregon incentive programs, tax benefits, eligibility requirements, and related business development resources. Support coordination between state agencies and local governments.
  • Program Evaluation and Policy Analysis – Develop reporting standards and data tracking methods to evaluate program activity and outcomes. Prepare reports and respond to requests from state agencies, legislative staff, and other partners.
  • Legislative Support – Assist with development and implementation of tax incentive and legislative concepts, including policy review, legislative tracking, stakeholder coordination, revenue impact analysis, and testimony preparation.
  • Federal Laws and Program Assistance – Support state and local participation in federal programs and designations by coordinating with state agencies and maintaining knowledge of relevant federal laws and programs.
