WSP is seeking an experienced Business/Financial Analyst to join their Transportation & Infrastructure Team. This role will support WSP’s National Bridge Line (NBL) by providing project-level financial insight, workforce optimization analysis, and data-driven business development intelligence for bridge inspection programs nationwide. The analyst will ensure these projects are financially sound, adequately staffed, and strategically pursued, adhering to NBIS requirements, DOT contract structures, and WSP’s national delivery model.

  • Ability to communicate complex findings clearly to technical and non-technical stakeholders.
  • Experience supporting bridge inspection or DOT-based programs.
  • Familiarity with task-order and on-call contract structures.
  • Familiarity with labor-intensive, multi-state delivery models.
  • Experience working with HR and project financial systems.
  • Advanced proficiency in Microsoft Excel (financial modeling, scenario analysis, Power Query).
  • Experience with Power BI, Tableau, or similar business intelligence tools.
  • Bachelor’s degree in Business Analytics, Data Analytics, Finance, Engineering, Economics, Information Systems, or a related quantitative discipline.
  • Demonstrated ability to apply analytical concepts to real-world business, financial, and operational problems.

Nice To Haves

  • Master’s degree is a plus.
  • Coursework or certifications in data analysis, statistics, financial modeling, or business intelligence preferred.
  • Working knowledge of SQL or database querying preferred.
  • Ability to work with large, complex datasets from HR, financial, and project management systems and translate them into executive-ready insights.

Responsibilities

  • Develop and maintain project-level P&L models for bridge inspection contracts (State DOT programs, On-call, Task-order).
  • Analyze labor costs, salary allocation, overtime, per diem, and travel impacts.
  • Identify cost leakage due to staffing misalignment and margin erosion from non-local assignments.
  • Analyze inspector certifications, skill sets, and geographic location relative to project needs.
  • Evaluate local vs. traveling inspector scenarios, considering travel time/cost, per diem, lodging, schedule efficiency, and crew productivity.
  • Recommend cost-effective staffing strategies while maintaining inspection quality and compliance.
  • Prepare financial and staffing forecasts for active bridge inspection programs, anticipated task orders, and seasonal workload fluctuations.
  • Model scenarios based on inspector availability, certification constraints, and geographic coverage gaps.
  • Support hiring, subcontracting, or redeployment decisions with data-backed recommendations.
  • Support pursuit decisions for bridge inspection RFPs and RFQs by analyzing staffing readiness, certification alignment, geographic proximity, and cost impacts.
  • Develop win-probability models using historical data, client trends, and competitor performance.
  • Maintain a past performance and awards database for NBL bridge inspection projects.
  • Track competitor activity in bridge inspection markets, including contract awards, program renewals, and geographic expansion.
  • Analyze WSP’s competitive positioning by state and region.
  • Support NBL leadership with insights for market prioritization and growth strategy.
